The UNICEF Country Office in Belarus cooperates with the Government of Belarus and national stakeholders, including the private sector and media, to promote and protect the rights of all children. The 2026-2030 Country Programme aims to support national efforts to ensure that every child has equal opportunities to reach their full potential. The Programme is structured around three outcomes: child protection; optimal health and development; and a resilient future generation. These outcomes focus on improving equitable access for children and adolescents to inclusive, safe and high-quality services in health, education and twenty-first century skills development.

In support of these programme priorities, the Communication Section plays a strategic enabling role by strengthening public awareness, building trust in UNICEF’s mandate and fostering partnerships that sustain programme impact. Communication supports advocacy efforts, promotes visibility of results, and contributes to resource mobilization in collaboration with public and private sector partners.

Since 2020, the office has accelerated its digital transformation, shifting from predominantly analogue and channel-based communication to a digital-first model. Digital platforms now serve as the primary space for audience engagement, brand-building and fundraising. As the office enters a new country programme cycle, securing diversified and sustainable funding is a strategic priority. The Communication Section therefore increasingly integrates digital fundraising, data-driven insights and strengthened technological solutions to expand individual giving and support sustainable programme financing. How can you make a difference? 

Under the general guidance of the Communication Officer (NOB), the incumbent of the Communication Officer (Digital Fundraising) position assists in planning, designing, implementation and monitoring of digital communication initiatives that contribute to the Country Office communication strategy. The incumbent contributes to strengthening UNICEF’s brand equity by ensuring consistent, timely and high-quality digital communication that engages audiences, reinforces confidence in UNICEF’s mission and values, and creates an enabling environment for resource mobilization. Through effective use of digital communication channels, the incumbent supports the mobilization of financial resources from individual donors, as well as private and public sector partners, contributing to the successful implementation of UNICEF programmes in the best interests of children.

KEY END-RESULTS:

  1. Digital Communication Support: Planning and production of digital communication products and materials for website, UNICEF digital platforms, social media and promotional campaigns are timely completed and followed up to support country office communication strategy, regional and global campaigns and priorities, and to support resource mobilization initiatives as set out in the work plan.
  2. Support to Resource Mobilization: Communication support to the Country Office resource mobilization efforts, with a priority focus on digital fundraising, is effectively provided. Communication inputs contribute to the implementation of individual giving strategies in coordination with the PSFR Hub, and support resource mobilization initiatives targeting private and public sector partners.
  3. Monitoring and evaluation: Digital communication and fundraising-related performance is regularly monitored and analyzed to assess reach, engagement and effectiveness across digital platforms. Evidence-based insights and reports are produced to inform communication planning, optimize digital fundraising efforts and support decision-making.

KEY ACCOUNTABILITIES and DUTIES & TASKS:

Within the delegated authority and the given organizational set-up, the incumbent may be accountable for all or assigned areas of the following major duties and end results.

  • Digital Communication

Support the planning, coordination and implementation of digital communication initiatives across UNICEF Belarus digital platforms, including the website and social media channels, in line with the Country Office communication strategy and digital priorities. 

Duties & Tasks

  • Support the implementation of the Country Office digital communication and social media strategies, ensuring alignment with advocacy and fundraising priorities.
  • Contribute to the development and coordination of content plans for the website and digital platforms, ensuring timely delivery and consistency of messaging.
  • Assist in drafting, editing and adapting digital content, including articles, press releases, other advocacy/information materials.
  • Collect and consolidate information on programme priorities, activities and results to support the development of digital communication and fundraising-related materials.
  • Support communication aspects of public engagement, advocacy and donor-related events.
  • Support the maintenance of an organized digital asset library, including images, videos and infographics.
  • Support to Resource Mobilization

Provide communication and operational support to the Country Office resource mobilization efforts, with a particular focus on digital fundraising.

Duties & Tasks

  • Contribute to the development and implementation of communication components of the individual giving digital fundraising plan, in coordination with the PSFR Hub.
  • Coordinate with the PSFR Cluster and relevant colleagues on cancellations or modifications of individual donations, as required.
  • Liaise with local payment service providers to support the resolution of technical or transaction-related issues affecting digital donations.
  • Support the planning and communication aspects of donor engagement events, including initiatives targeting private and public sector donors.
  • Monitoring and evaluation

Support monitoring, analysis and reporting of digital communication and fundraising-related performance to inform effective planning and implementation.

Duties & Tasks

  • Contribute to the preparation of regular digital fundraising performance and communication reports.
  • Conduct analysis of digital analytics and provide technical expertise on the effective use of digital communication channels for promotional and fundraising campaigns, with the goal of utilizing UNICEF’s brand and engaging target audiences in the most optimal way, optimizing content creation and distribution
  • Monitor and evaluate the reach and engagement of UNICEF’s social media posts, website visitors and digital platforms. Monitor and evaluate the use and effectiveness of media materials. Recommend appropriate and timely action for course correction or for reporting. Maintain a library of coverage (clippings, coverage etc.)
  • Assist in providing inputs/feedback to RO/DOC on the use and appropriateness of global communication materials such as campaign assets, publications, images and multimedia products. Creating reports on reach and engagement of digital media for RO/DOC, as requested.
  • Ensure good quality data collection, analysis and evaluation and reporting to ensure effective digital communication strategies, planning and effective and efficient advocacy.
  • Undertake lessons learned review of successful and unsuccessful social media and online communication experiences as directed by supervisor.

The quality and effectiveness of communication and digital fundraising support provided by the Communication Officer (Digital Fundraising) contribute to the achievement of UNICEF programme results through strengthened public engagement, enhanced digital fundraising performance and increased trust in UNICEF as a responsible and effective steward of resources entrusted to the organization. To qualify as an advocate for every child you will have…

Minimum requirements:

  • Education: A university degree in Marketing, Communication, Social Sciences or other relevant fields is required.
  • Work Experience: At least 1 (one) year of relevant work experience in digital marketing, digital communication or related fields is required.
    • Experience supporting digital campaigns, online engagement or fundraising-related communication is an asset.
    • Familiarity with content management systems for websites is required.
    • Background/familiarity with Emergency situations is an assert.
  • SkillsKnowledge of Drupal is an advantage but not mandatory.
  • Language Requirements: Fluency in English and Russian is required. Knowledge of another official UN language (Arabic, Chines, French, or Spanish) or Belarusian is considered an asset. Spoken Belarusian and ability to create and edit in Belarusian is an advantage.

Desirables:

  • Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
