Purpose of Activity/Assignment:
The National Consultant, under the guidance of the UNICEF Myanmar Social Policy Specialist, to conduct social model assessment on persons/children with disabilities and contribute to the set-up of Disability Database for P/CWDs in Myanmar.
Scope of Work:
To conduct the data collection/disability screening
To contribute to the improvement of the screening tools
To facilitate trainings of the screening tools/disability inclusion
To support in follow-up for cannot reach participants
To support in the activities of social policy call centre
These 4 consultants will be assigned to different areas (geographic locations) of UNICEF priority townships/areas.

Description of Assignment:
Tasks:
Disability Screening
Deliver 9,000 completed disability screenings to support the identification of children/ persons with disabilities in UNICEF priority townships and programme intervention areas.
Lead and support field-level coordination with network of Organizations of Persons with
Disabilities (OPDs), CSOs and community groups to ensure delivery of assessments.
Technical Contributions and Capacity Strengthening
Facilitate training on disability screening for field staff, partner organizations, and frontline workers to strengthen assessment quality and consistency.
Contribute to the design and delivery of disability inclusion trainings, promoting understanding of the social model of disability and inclusive service delivery practices.
Provide post-training support to trainees within 30 days of completing the training.
Actively participate in discussions, consultations, and technical working sessions aimed at enhancing social services and support systems for persons and children with disabilities.
Deliverables:
Disability Screening
Minimum 95% of assessments completed on schedule, according to the bi-monthly
workplan. Maximum 900 assessments are expected to be completed every 2 months.
(The assessment data will be collected using computer-assisted personal interviewing with tablets connected to the secure online DMIS (Disability Management Information System). DMIS will generate reports of how many actual assessments were completed by the consultant.
Technical Contributions and Capacity Strengthening
Minimum 30 working days completed within the contract period
≥ 75% participant satisfaction rate, measured through post-training evaluations.
100% of support interactions recorded, including type of support, issues raised, and
solutions provided.
Timeline / Payment Schedule:
Disability Screening: Once every 2 months
Technical Contributions and Capacity Strengthening: Every quarter
Duty Station: Yangon with frequent travel to UNICEF’s priority townships and areas
Duration of the contract: 20 months

Minimum requirements:
Education:
Bachelors degree in a relevant field.
Disciplines: Social Sciences (Sociology, Psychology, Anthropology, Economics, etc.,)
Work Experience:
A minimum 3 years of experience working in the field of disabilities is required.
Proven experience of disability screening/data collection.
Demonstrated knowledge of social model assessment.
Prior experience with UN in the disability area and training facilitation skills are assets.
Ability to work quickly and under pressure.
Ability to travel to UNICEF programme areas as required.
Ability to work independently and as a team member both within and outside the office.
Desirables:
Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
