Purpose of assignment:

This consultancy supports UNICEF Nepal and the Government of Nepal to strengthen Early Childhood Development by promoting the effective use of the Parenting Education package. The assignment focuses on advocating, coordinating, and scaling the package across sectors, including education, health, and local government platforms. The consultant will engage stakeholders, deliver orientations, and develop practical plans to integrate parenting education into existing systems. By enhancing caregiver knowledge and practices, the role contributes to improved child development outcomes. The assignment also includes monitoring uptake, supporting users, and documenting impact through case studies to ensure sustainable and wide-reaching implementation.

Scope of work (See TOR for details):

As per one of the core commitment from Finland Government for funding current UNICEF CPD, the purpose of this assignment is to provide technical support to the government and UNICEF Nepal education section to promote maximum utilization of the Parenting Education package developed by Center for Education and Human Resource Development (CEHRD) with support from UNICEF Nepal and related strategic documents by advocating and marketing the package amongst different stakeholders.

The consultant will provide technical, operational, and coordination support to CEHRD and UNICEF to:

  • Proactively meet and orient relevant stakeholders, particularly Local Governments and advocate for uptake and use of the package.
  • Assist ECD task team in UNICEF and relevant stakeholders in the Government to strengthen parenting support mechanism for caregivers.
  • Consult and collaborate with relevant UNICEF sections, field offices, partners, Local Governments and various ministries to ensure the full utilization of the existing parenting education package.
  • Develop a detailed plan on the utilization of the existing Parenting Education modules in different sectoral platforms, particularly integrating it ongoing parental engagement in Early Childhood Education.
  • Provide orientations/ trainings for the use of the existing package or link with other sectoral trainings.
  • Assist and develop support mechanism for parenting education package users to take up the package.
  • Conduct network meetings of the package users.
  • Collaborate with partner organizations and M&E officer to track users and beneficiaries.
  • Develop various human-interest stories (case studies) based on field practice.

Minimum requirements:(Qualifications/Experience/ Knowledge/Expertise/Skills)

  • Education:
    • Advanced university degree in Education or social sciences
  • Work Experience:
    • At least 5 years’ experience in areas related to parenting education/ early childhood development and as a trainer
    • Profound experience in advocacy, marketing, and communications
    • Experience with Local Governments and private sector will be considered as a plus point
  • Skills:
    • Demonstrated knowledge and thorough understanding on parenting education and programmes
    • Strong analytical capacity and ability to quickly comprehend concepts and apply them in operational settings
    • Proactive and strong skills in advocacy, and communication
    • Ability to build strong relationships with external actors
    • Excellent oral and written communication skills
    • Excellent coordination and communication skills
  • Language Requirements:
    • Excellent command in Nepali and English language
  • Desirables:
    • Prior work experience with UNICEF or other UN organization is an asset.
