                                                         TERMS OF REFERENCE

UNICEF Timor-Leste works in close partnership with the Government of Timor-Leste and other stakeholders to advance the rights and well-being of children, adolescents, and young people. Under its current country programme, UNICEF supports initiatives that promote adolescent development and participation, life skills, mental health, and inclusive opportunities for youth, with a strong focus on empowering young people as agents of positive social change and contributing to national development priorities.

The consultancy will support the broader ADAP and youth initiatives for Timor-Leste CO, including mental health awareness, referral systems at schools and Youth Centers, development and implementation of the Climate Change Adaptation Module for youth, and its integration into the Youth Parliament Programme. He will also support Hackathons for social impact innovation, the UPSHIFT initiative on green skills and livelihoods, and training on the rights of persons with disabilities with ADTL. Additionally, activities will target 13 youth associations to enhance institutional capacity and leadership in selected municipalities, along with activities under the Youth Parliament Programme and capacity-building for Youth Centers. The consultant will also provide strategic leadership for ADAP and Youth Programming, coordinating across sections within UNICEF.

  • Minimum requirements:
  • Education: Master`s university degree in Community Development, Rural Development, Youth Development
  • Work Experience:
  • Minimum 5–7 years of relevant professional experience in adolescent and youth development, programme coordination, or related areas.
  • Proven experience in designing and implementing youth-focused programmes, including capacity-building, social innovation initiatives, or community-based interventions.
  • Demonstrated experience working with UN, government institutions, NGOs, and youth-led organizations, in Timor-Leste or similar contexts.
  • Experience in programme monitoring, reporting, and documentation, including preparation of donor reports.
  • Skills (optional):
  • Strong understanding of adolescent development and participation (ADAP), youth engagement, and inclusive programming approaches.
  • Experience with youth-led innovation initiatives (e.g., hackathons, UPSHIFT, social entrepreneurship).
  • Knowledge of mental health and psychosocial support (MHPSS), disability inclusion, and life skills-based education is an asset.
  • Strong skills in:
  • Project coordination and stakeholder engagement.
  • Development of concept notes, reports, and strategic documents.
  • Facilitation and training delivery (e.g., workshops, ToTs).
  • Monitoring, evaluation, and documentation of programme results.
  • Ability to work independently and deliver high-quality outputs under tight deadlines
  • Language Requirements:
  • Fluency in English (written and spoken) and Tetun
  • Desirables:  ( If provided in the TOR)
  • Familiarity with Timor-Leste youth sector and institutional landscape
  • Experience working on multi-sectoral programmes (e.g., youth, climate, mental health, disability inclusion).
  • Experience supporting donor-funded projects, particularly with reporting requirements

  • Technical requirements: The consultant is expected to submit a technical proposal, highlighting his understanding of the assignment and the recommended approach, The proposal should be maximum 2-3 pages and in line with the expected deliverables.
