ECAMENA Region presents significant potential for Individual Giving (IG) and public fundraising. As part of the Country Office Sustainability strategy, digital connectivity, evolving payment infrastructure, and changing donor behaviours are creating new opportunities to diversify UNICEF's resource mobilization base and increase flexible funding for children.
Over the past several years, the MENA Regional Office has explored regional approaches to IG through the MENA Private Sector Fundraising (PSFR) Cluster and related digital fundraising initiatives. This experience has enabled UNICEF to test different approaches in selected MENA markets and to facilitate collaboration among country offices, regional teams and global fundraising partners. It has also generated useful learning on market readiness, investment requirements, operating models, digital fundraising approaches, compliance considerations and the opportunities and constraints associated with growing IG in the region.
As UNICEF moves towards the operationalization of a new Regional Office covering Europe , Central Asia, Middle East, and North Africa (ECAMENA), there is an opportunity to build on this experience and develop a stronger regional approach to IG across ECAMENA. Future growth will therefore be guided by market potential, social and political context, country office readiness, evidence, appropriate operating models and clear investment priorities.
To support this ambition, dedicated technical capacity is required during the transition (H2 2026 and H1 2027) to lead the execution of the Private Sector Plan (PSP) for the MENA-focused Individual Giving markets and support the transition to the future ECAMENA architecture.
Purpose:
Under the supervision of the Market Development Manager, you will contribute to the development of IG operations across existing MENA markets. The position will serve as a MENA-focused technical resource for IG, while contributing to the transition toward a more integrated regional fundraising approach under ECAMENA.
Responsibilities and Tasks:
Private Sector Plan (PSP) 2027-2030 Development and Execution: Lead the development and implementation of UNICEF’s Individual Giving (IG) strategy across MENA, driving digital fundraising, donor acquisition, regular giving, and sustainable growth. Oversee annual PSP planning, financial reporting, donor journeys, fundraising products, and agency partnerships. Oversight: Monitor performance against revenue, expenditure, and key targets; manage investment funds; leverage benchmarking and donor insights; and identify emerging fundraising opportunities and risks. Stakeholder Coordination and Partnerships: Coordinate IG priorities across country offices, the Regional Office, PFP, and technical teams, while strengthening cross-functional collaboration. Risk Management and Compliance: Ensure compliance with UNICEF policies, data protection requirements, and local regulations while mitigating operational and reputational risks. Knowledge Management and Capacity Building: Capture and share lessons learned, analyze campaign performance and ROI, and contribute to strategic reviews, briefings, and knowledge-sharing initiatives.

Minimum requirements:
- Education: An advanced university degree (master’s degree or equivalent) is required in one of the following fields: Business Administration, Marketing, Economics, Finance, International Development, Communications, Fundraising, Data Analytics, or another relevant technical field.
- Work Experience: A minimum of five years of progressively responsible professional experience in fundraising, market development, business growth, marketing, resource mobilization or a related area. Demonstrated experience in Individual Giving, digital fundraising, donor acquisition, fundraising strategy, market expansion or related disciplines. Experience developing business cases, investment strategies, growth plans or market assessments. Experience working across multiple countries and managing diverse stakeholder relationships.
- Skills: To be considered for this role, candidates are required to have expertise in individual giving, digital fundraising, market analysis, strategic planning, performance management, and partnership management.
- Language Requirements: Fluency in English is required.
Desirables:
- Language: Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
- Knowledge of Arabic and/or French is considered a strong asset.
- Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
