UNICEF engagement for the development of NDC (Nationally Determined Contributions) in Nepal is crucial and important to enhance preparation/contribution of Nepal government to meet national and international climate commitments in line with Paris Agreement and global stock take. This engagement opens opportunities for UNICEF to make NDC 3.0 child sensitive. It also provides support to access global climate finance and supports the mainstreaming and implementation of NDC to forester sustainable and climate resilient development practices across multiple sectors including child-focus social services such as WASH, education and health. There is need for further engagement in the NDC 3.0 preparation and to build the capacity of sectoral ministries, children and youth to make NDC 3.0 child sensitive and adding social sectors to mitigate climate risk to achieve the sectoral goals. Similarly, there is need for strong advocacy to NDC 3.0 drafting committee and MOFE through consultative process at province and federal level through strong and collective voice of children and youth including sectoral ministries.
The individual consultant is required for the technical guidance for sections and MOFE is crucial to make NDC 3.0 child sensitive and youth friendly including technical guidance on roll-out and mainstreaming CEED, SCAP and NDC3.0 into ongoing programme and emerging activities related to CEE.
In addition, the individual consultant is expected to provide technical support for the carbon trading mechanism and process to generate carbon revenue through ongoing Ecozone programme in Sudurpaschim and Karnali Provinces. Similarly, technical guidance and facilitation on access to green climate fund with close coordination with Ministry of Finance, MOFE and other sectoral ministries.
 
Purpose of the Assignment:
UNICEF Nepal is looking for a highly motivated individual consultant for supporting its Climate Change, Environment, Energy and Disaster Risk Reduction (CEED) programming.The overall objective is to facilitate integration of CEED into UNICEF Nepal’s Strategy and roadmap on Sustainability and Climate Change Action Plan (SCAP) and regular supported programme as well as providing technical assistance in roll-out, advocacy and implementation of the plan in coordination with the programme sections, CEED portfolio in UNICEF regional and headquarter office. Similarly, the consultant is required to provide technical assistance to UNICEF Nepal to collaborate with government, development partners and civil societies particularly the children and youth led organizations on the integration of children and youth perspective in NDC 3.0 and relevant policies including its effective roll-out and implementation to reach every child across every intersection and hard to reach communities. The consultant will provide technical support to UNICEF Nepal in making sure that child perspective mainstream in climate policy, guideline including NDC 3.0, COP 30 and other climate policy and guideline of Nepal Government.
 
Scope of Work
The consultant will
  • Support UNICEF Nepal in developing a comprehensive strategy and roadmap on sustainability and climate action, facilitate its roll-out and mainstreaming into sectoral programme.
  • Provide strategic and technical support for the contribution to NDC 3.0 and bringing social sectors such as WASH, Education, Health and children and youth engagement in NDC 3.0 including its implementation plan and/or roll-out.
  • Provide technical support to ongoing and emerging CEED and SCAP-related programmes including support for the child friendly early warning system (EWS) on climate resilience.
  • Manage and lead the carbon trading component of the ECO Zone project including development and implementation of sustainable business model.
  • Liaise with government counterparts particularly Ministry of Forests and Environment for flagship activities like Sagarmatha Sambaad and UNFCCC Conference of Parties (COP30) preparation
  • Provide technical assistance to Communication and Advocacy Programme section on climate advocacy and action including guidance to UNV Specialist Youth Engagement and Communications and youth advocates.
  • Provide technical assistance to Education section on development and implementation of climate smart education programming including climate smarting and implementation of green school guideline.
  • Reach out other UN and Climate Change related government/non-government organizations for necessary coordination and collaboration on sustainability and climate actions particularly delivering results for children and young people.
  • Support UNICEF Nepal in development of investment case and case studies to support financing for children and youths in climate action
  • Organize capacity building of staffs, children and youths on matters related to SCAP and NDC.
  • Documentation and dissemination of lessons learned and good practices.
  • Multi-sectoral and multi-stakeholder coordination, collaboration and reporting as required in SCAP.
Duration of the Contract: The total duration of the assignment is 185 working days over the period of 8.5 months.

To qualify as an advocate for every child you will have… 

Education:

Advanced university degree in climate change, environmental science, natural resource management or other related fields.

Work experience: 
  • A minimum of 10 years of demonstrated experience in climate, environment, energy and disaster risk reduction.
  • Fully abreast of global and national climate change policies, guidelines, plans and strategies
  • Good understanding and familiar with the government system in Nepal.
  • Good relationship with stakeholders in Nepal working in the areas of climate change
  • Experience of working with children, youth or their networks
  • Excellent planning and organizational skills
  • Excellent writing, presentation and communication skills
  • Ability to analyse, evaluate and synthesize information
  • Skills in standard Microsoft operating products
  • Demonstrated ability to work in a multicultural environment and establish harmonious and effective working relationships
  • Prior experience of UN system will be an advantage.
  • Fluency in English and Nepali is required
  • Knowledge in climate financing will be considered an asset.
  • Knowledge in carbon market and/or afforestation will be an additional asset.
