The Division of Private Fundraising and Partnerships (PFP), based in Geneva, aims to achieve sustainable impact for children – income and influence at scale – by maximizing UNICEF's private fundraising, partnerships, and engagement activities, including work with National Committees, regional, and country offices, for the realization of children's rights. The Humanitarian Funding Unit within the Private Sector Fundraising and Partnerships (PSFP) section of PFP supports National Committees and Private Sector Fundraising (PSFR) countries and steers global efforts across the organization to maximize funding opportunities through and for humanitarian crises and sudden-onset disasters.
Over the last 5 years, on average 66% of private sector funding has gone to only 3 HAC appeals – many of them media-covered emergencies. Although we will continue to leverage media-driven crises, our universal mandate requires a more sustainable and equitable distribution of funding across emergencies, especially for Chronically Underfunded Emergencies (CUEs). Chronically Underfunded Emergencies are crises marked by sustained humanitarian needs that often span years or even decades. These emergencies typically occur in regions affected by chronic displacement, ongoing conflicts, or recurring natural disasters such as drought.
Closing the funding gap for chronically underfunded emergencies from the private sector demands bold action and seamless collaboration across UNICEF.
It is in this regard that UNICEF’s Private Fundraising and Partnerships (PFP) Division is launching the Global Emergency Alliance for Children, a pioneering platform to mobilize leading businesses for sustained, flexible support to children affected by protracted and sudden-onset crises. The Alliance aims to reduce the funding gap for crises by leveraging corporate resources, expertise, and influence to deliver measurable impact for children worldwide.

Legacy data and fields must be cleaned up and rationalized and donor adoption enhanced through refined analytics.
This consultancy will support UNICEF’s global partnerships and fundraising community and the wider organization by leveraging UNISON (Salesforce) data to deliver actionable insights, optimize partner engagement strategies, set measurable KPIs, and enhance reporting capabilities.

UNICEF’s Multiple Indicator Cluster Surveys (MICS)—implemented in over 120 countries and aligned with 22 of 23 SDG indicators previously monitored through DHS—represent one of the world’s leading sources of internationally comparable data on children and women. In this evolving context, there is a growing expectation that MICS could play an expanded role in addressing the data gaps left by DHS. However, this potential requires careful assessment of both external opportunities and internal readiness, including questions of institutional capacity, financial sustainability, and strategic prioritization.
The purpose of this consultancy is therefore to assess and articulate the extent to which MICS can and should respond to the changing global survey landscape, and under what conditions—institutional, technical, and financial—such an expanded role would be viable and sustainable. The work will examine how MICS could contribute to maintaining continuity in global demographic and health statistics while reinforcing existing national data infrastructures and avoiding the creation of parallel systems.
This assignment will produce an evidence-based analysis and a strategic framework to guide UNICEF’s decisions on the internal investments, partnerships, and operational adjustments required to strengthen MICS’s position within the global data ecosystem. It will be conducted in alignment with the ISWGHS Task Force on Sustainable Demographic and Health Statistics and UNICEF’s Global Data Strategy, ensuring that all recommendations are grounded in principles of national ownership, complementarity, and sustainability.
