Purpose of Activity/Assignment
The Universal Primary Health Visit (UPHV) Program is a key initiative aimed at improving maternal and child health outcomes by providing universal access to primary health services. As part of its implementation, the UPHV Program provides essential health services at various stages of pregnancy and early childhood, through both facility-based care and home visits conducted by trained healthcare workers. The program focuses on preventive care, early detection of health issues, and management of maternal and child health risks, including neonatal care, immunization, nutrition, and the prevention of common diseases.
 
As it was outlined in the Maturity Model Assessment, conducted in 2024, the successful implementation and sustainability of the UPHV Program require high-quality home visiting services, enhanced capacity of visiting nurses and midwives, a robust monitoring and evaluation framework to track program outcomes and improve decision-making, the availability of necessary tools, equipment, and medical supplies for home visits, comprehensive costing analysis and advocating for sustainable financial commitments to support program expansion, and policies, regulatory frameworks, and multi-sectoral coordination to enhance program effectiveness and long-term sustainability.
 
To strengthen the UPHV Program, key activities include optimizing its normative framework to improve service delivery and coverage, enhancing the capacity of home-visiting nurses and midwives through standardized data collection tools, developing monitoring and evaluation indicators to track outcomes, and integrating community health and nutrition data into the PHC Health Information System. Additionally, ensuring the availability of essential tools and supplies for home visits, conducting a comprehensive costing analysis, advocating for sustained State Budget funding, and reinforcing multi-sectoral coordination will enhance the program’s sustainability and impact.
 
Given the importance of these efforts, there is a need for specialized expertise to effectively support and drive the program’s objectives.
A national consultant will play a crucial role in assisting in optimizing program frameworks, developing data-driven monitoring systems, and supporting advocacy efforts to secure long-term funding and support from the government. Their involvement will ensure the necessary context-specific expertise and knowledge are applied, ensuring that the program can achieve its intended outcomes while adapting to the national context.
 
Duration of Assignment: 1 Mar – 31 Oct 2025
 
Work Assignments Overview - Deliverables and means of verifications - Timeline
 
  1. Optimize normative framework of the UPHV Program and resources to improve service delivery, coverage, and impact on target populations - Documents developed and submitted to the MOH - Mar-May - 30 days
  2. Develop monitoring and evaluation indicators for UPHV Program - Monitoring and evaluation indicators for UPHV Program developed and submitted to the MOH - Mar-May - 10 days
  3. Support International consultant in conducting a comprehensive costing analysis of the UPHV Program to identify resource requirements, utilization patterns, and funding gaps - All needed information (data, reports, sector reviews) provided, report reviewed, comments addressed - Mar-July - 10 days
  4. Coordinate and facilitate advocacy meeting to ensure the UPHV Program is effectively prioritized, adequately represented, and properly funded within the State Budget - Advocacy meeting conducted - August-October - 5 days
  5. Develop standardized data collection forms and templates and advocate for and support integration of community health and nutrition indicators into PHC HIS - Standardized data collection forms and templates developed and submitted to the MOH, advocacy and support provided - June-Aug - 15 days
  6. Provide assistance and support to the CO on various issues related to the UPHV Program and Primary Health Care
    Assistance and support provided - Mar-Oct - 25 days
  7. Develop final report - Report developed and discussed with the MOH - Oct - 5 days
TOTAL: 100 days
 
Final rate shall follow the “best value for money” principle, i.e., achieving the desired outcome at the lowest possible fee. Please submit a professional fee (in USD) based on 100 working days to undertake this assignment, without travel fees as this will be reimbursed as and when they take place.
 
Payment of professional fees is made against approved deliverables and monthly workplans. Monthly payments will be made upon submission of a monthly report and invoice. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.
 
To qualify as an advocate for every child you will have… 
  • An advanced university degree in health/ public Health, maternal, pediatric health or other relevant fields
  • Minimum of 15 years of progressively responsible experiences in Public Health
  • Demonstrated experience in supporting implementation of UPHV Program
  • Proven experience in implementing capacity building and supportive supervision initiatives under RMNCH Program
  • Knowledge of UNICEF’s health programs and UN policies
  • Strong facilitation and coordination abilities
  • Proficient Russian and Uzbek

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
