Purpose of the assignment
The Youth Engagement Consultant will be responsible for the operational execution of UNICEF Kazakhstan’s youth engagement initiatives, including the volunteering programme and U-Report Kazakhstan. Reporting to the Senior Youth Engagement Consultant and Communication Specialist, this role will focus on the day-to-day coordination, implementation, and monitoring of activities in line with UNICEF’s strategic goals. The consultant will work closely with regional volunteer coordinators, regional government agencies, NGOs, and private sector partners to ensure effective youth mobilization, training, and digital engagement.

Work Assignment Overview

Tasks/Milestone
• Implement volunteering programme and support U-Report expansion
• Establish engagement with regional volunteer coordinators, organize induction for them
• Manage volunteering website creation
• Manage U-Report Kazakhstan Instagram account on a regular basis
Deliverables/Outputs
• Volunteer mobilization strategy is operationalized on daily basis, U-Report expansion plan initiated
• Regional volunteers are engaged, passed induction, properly supervised and supported
• Contract for volunteering website creation is properly managed
• U-Report Kazakhstan Instagram accounts is updated with at least 3 posts per week.

Tasks/Milestone
• Conduct the first round of volunteer training with at least three sessions
• Schedule and manage polling questions / chatbot in coordination with the steering committee members and other related sections.
Deliverables/Outputs
• Trained volunteers prepared to implement local initiatives.
• U-Report Poll Calendar is maintained and regularly updated. New polls are scheduled and launched through U-Report platform.

• Develop outreach materials for volunteers and distribute them across all five regions.

• Data-driven insights incorporated into key programs.
• U-Report Poll Calendar is maintained and regularly updated. New polls are scheduled and launched through U-Report platform.

• Comprehensive coverage of trained youth volunteers.

• Prepare the end-of-year impact assessment report covering program evaluation and future recommendations in the regions.
• Organize the final youth engagement event and compile a summary report.

• Documented progress and recommendations for 2026 expansion.

• Support organization of the third U-Report Steering Committee meeting and document meeting minutes.

• Support the final evaluation of the youth engagement strategy with a comprehensive assessment.
• Document best practices from volunteering and U-Report initiatives and compile a lessons-learned recommendations

• Evidence-based assessment of program impact.
• Best practices are documented with a list of recommendations.

• Develop the final consultancy report covering all key outcomes, lessons learned, and recommendations.

• Comprehensive summary of project success and areas for improvement.

To qualify as an advocate for every child you will have…
Education: Bachelor’s degree in communication, marketing, management, development, sociology, international relations, or a related technical field.
Experience:
- At least 3 years of professional experience in youth engagement, volunteer management, or programme coordination.
- Experience in building partnerships with government agencies, NGOs, and the private sector.
- Experience in digital youth engagement platforms and website management is an asset.
- Experience in data collection, impact measurement, and programme evaluation.
- Strong organizational and coordination skills.
- Ability to engage and mobilize youth, understanding their motivations and interests.
- Experience in content creation for social media and digital platforms.
- Ability to work proactively in a fast-paced environment.
- Fluency in English, Kazakh, and Russian (both written and spoken) is required

Costs indicated are estimated. Final rate shall follow the “best value for money” principle, i.e., achieving the desired outcome at the lowest possible fee. Consultants will be asked to stipulate all-inclusive fees, including lump sum travel and subsistence costs, as applicable.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
