Background

The Maldives has made significant progress on the child rights agenda and is now a leader in the South Asia region. The country provides universal access to health and education and very low maternal and child mortality. The enactment of the Child Rights Protection Act (Law No: 19/2019) and the Juvenile Justice Act (Law No: 18/2019) further strengthened the legislative framework to safeguard children’s rights. Full implementation of these legislation and capacity building of stakeholders is required to ensure that the goals envisioned in the Acts are realized.

In this regard, collaboration between stakeholders is vital to fully address the complex needs of children in a holistic manner. Multi sectoral case conferences therefore become critical platforms for stakeholders to plan, share information, expertise and resources for enhancing decision making to protect the best interests of the child. It allows professionals to come together to create a holistic, coordinated and effective plan to address the diverse needs and vulnerabilities of children. It is also a key platform where child safeguarding standards can be set, to ensure that child safeguarding becomes a fundamental and continuous focus of the decision-making process, in line with the best interests of the child, ensuring that every step prioritizes their rights, safety and well-being.

UNICEF Maldives is seeking a national consultant to develop a multi-sectoral case conferencing guideline for at-risk children and children in conflict with the law (CiCL), and train stakeholders.

How can you make a difference? 

The consultancy should achieve the following:

  1. To develop a multi-sectoral case conferencing guideline for at-risk children and children in conflict with the law, aimed at fostering coordination among stakeholders and ensuring comprehensive, holistic responses to CiCL cases.
  2. To orient relevant stakeholders once the Guideline is validated and finalized.

To qualify as an advocate for every child you will have… 

Academic qualifications:

    • Master’s Degree (or higher) in Social Work, Law or a related field, OR;
    • Bachelor’s Degree in Social Work, Law or a related field with extensive experience in drafting modules / guidelines / SOPs.

Knowledge, skills, and experience:

    • Minimum 8 years of experience (if with a Master’s Degree) OR minimum 10 years of experience (if with a Bachelor’s Degree) in social work, child protection, safeguarding, or related field.
    • Strong knowledge of child rights frameworks.
    • Knowledge of international standards and best practices in child protection.
    • Knowledge of the Maldivian legal system will be added advantage.

Competencies:

    • Strong research and writing skills.
    • Strong consultation and facilitation skills.
    • Ability to keep to tight timelines.
    • Ability to lead consultations with diverse stakeholders.

Only shortlisted candidates will be contacted and advance to the next stage of the selection process. 

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
