BACKGROUND
Purpose of Activity/Assignment:
The purpose of this assignment is to strengthen the national capacity of government institutions and higher education establishments in Belarus to understand, apply, and advocate for the Social and Behavior Change (SBC) approach within their respective mandates. Through a two-day training, the assignment aims to introduce key SBC concepts, build practical skills in behaviorally informed planning and communication, and foster critical reflection on the limitations of traditional approaches such as propaganda, information dissemination, and prevention work.
The training will be delivered by a national expert in a pair with UNICEF SBC Officer and tailored to the diverse professional backgrounds of participants, with a focus on relevance, application, and sustainability. Each training will be followed by structured post-training support, including the facilitation of Viber group and regular group consultations (supervision), to reinforce learning and promote peer exchange.
This assignment directly supports UNICEF’s strategic objective of institutionalizing SBC as a cost-effective, evidence-informed approach to achieving positive social and behavioral outcomes in Belarus. It contributes to the creation of an enabling environment for SBC integration into national policies, training systems, and programmatic frameworks, while also serving as a demonstrable model for donor engagement in SBC system strengthening.
Scope of Work:
The consultant will be responsible for delivering pre-designed capacity-building trainings on SBC for national stakeholders, including representatives of key ministries, government institutions, and higher education establishments. The consultancy will involve the following key components:
1. Training Preparation
- Participate in an initial coordination meeting with UNICEF in Belarus SBC Officer to clarify objectives, timeline, and audience profiles.
- Review pre-developed UNICEF’s SBC training materials.
- Contribute ideas on maximizing the effectiveness of pre-designed training materials and training agenda.
- Adapt material to each institution to be trained, by adding relevant examples and exercises relevant to their mandate, experience and interest.
2. Delivery of Trainings
- Conduct up to six (6) two-days in-person trainings, each targeting a group of up to 30 specialists from ministries or academic institutions.
3. Post-Training Support
- Establish and moderate a dedicated Viber group to provide continued guidance (monthly topics) and peer-to-peer exchange (each month one participant is invited to share their example or challenge).
- Conduct bi-monthly online support calls (one per group) until the end of 2025 following each training to:
- Address questions on applying SBC in participants’ work.
- Offer feedback on planned or ongoing SBC-related interventions.
- Submit brief summaries of each online call, including key discussion points and action items.
- Revise training material based on experience and feedback from participants
4. Reporting
- Maintain attendance lists and training feedback forms for all sessions.
- Conduct in-person reflection roundtable.
- Submit a final analytical report (maximum 10 pages) covering:
- Summary of each training session and key learning outcomes.
- Analysis of Participant feedback and reflections.
- Observations on institutional opportunities and constraints.
- Insights from follow-up support and recommendations for further SBC institutionalization.

Qualifications
Education:
- Master’s degree in Social and Behavioural Sciences, Public Health, Education, Communication, Psychology, or a related field relevant to SBC
Work experience/Knowledge/Expertise/Skills required:
- At least 3 years of professional experience in designing and facilitating adult learning, training programs, or capacity-building workshops, preferably with government or academic institutions.
- Fluency in Russian
- Strong applied knowledge of SBC principles, including behavioral drivers, social norms, and communication strategies.
- Demonstrated experience in facilitating adult learning, especially with institutional and academic audiences.
- Familiarity with government systems and intersectoral prevention work in Belarus, including ideological, propaganda, and information channels.
- Skills in developing and moderating peer-learning communities (e.g., group chats, professional forums).
- Experience in drafting clear, concise analytical reports and training summaries.
- Proficient use of virtual collaboration tools (Zoom, MS Teams, Viber).

- Financial proposal should be submitted using the financial offer template and must:
- Reflect the costs per each deliverable and the total lump-sum for the whole assignment period (in US$) to undertake the terms of reference.
- Include travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR. Consultants are responsible for arranging their own transportation arrangements. UNICEF can provide office vehicle for some duty travel missions with prior agreement as per monthly travel plan approved by the supervisor.
- Include any other costs: health insurance, payment of an incidental expenditure (such as bank charges, insurances, etc.) and living costs as applicable.
- Indicate your availability.
- Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
- At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
- Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.
