The Education Section, under the current UNICEF BCO Country Programme (2022-2026), has been working with government and non-government partners including private sectors towards achieving the expected outcome of “girls and boys (4–18 years) having access, participate in and learn from quality and inclusive education by 2026”.

With the objective to strengthen the secondary education system, UNICEF Education section has been having partnerships with the National Curriculum and Textbook Board (NCTB), Directorate of Secondary and Higher Education (DSHE), National Academy for Educational Management (NAEM), ICT Division and BANBEIS and working closely with them in the areas of curriculum, teaching-learning materials and learning assessment; capacity building of teachers; professional development framework for teachers; data, monitoring and reporting system.

With the objective to strengthen the multiple flexible pathways for education, skills and employability for out of school adolescents and young people, UNICEF Education section has been having partnerships with Bureau of Non-Formal Education and NGOs in the area of catch-up education, accelerated non-formal education, skill-focused literacy courses at pre-vocational level, Alternative Learning Program, provision for lifelong learning, data and real time monitoring system. UNICEF Education Section is entering into partnership with Bangladesh National University, Bangladesh Open University, Bangladesh Employers’ Federation, Students’ Forum, Private Sector to develop the eco-system for skills development and employability for young people.

All the programs and partnerships have a key focus on digital transformation so, considering the above strategic and system strengthening related work in secondary, non-formal education and with universities involving employers, private sector, young people, the Education Section needs an EdTech National Consultant for 120 working days linked to deliverables over the period of June to November 2025.

How can you make a difference? 

Purpose of Activity/Assignment:

Under the guidance and general supervision of the Education Manager (NO-D), the EdTech National Consultant will support integration of digital technology into the on-going and upcoming strategic and system strengthening related work in secondary, non-formal education, skills and employability with partners.

The areas of work in secondary education: UNICEF has been supporting DSHE to upgrade the digital monitoring system (DMS) for secondary education and implementation of gamified and personalized learning on Cyber Safety, Adolescent Sexual and Reproductive Health (ASRH); application of Learning Enhancement Strategy and Gender Transformative Education by teachers as part of implementation research in 24 selected secondary schools. These innovative initiatives led by DSHE and supported by UNICEF require technical inputs and support from an EdTech expert to use technology for Development (T4D) to have digital curriculum, materials, assessment; digital content and platforms for adolescent and continuous teacher professional development, capacity building of education stakeholders, engagement of community and parents, digital monitoring and reporting system; data management for decision making and school connectivity mapping.

The areas of work in NFE, Skills and Employability: UNICEF has been supporting NGO partners to deliver catch-up and accelerated NFE for out of school children; and ALP for out of school adolescents through existing projects. Side by side, UNICEF has been working with BNFE to institutionalize ALP through government system. UNICEF has developed the Real Time Monitoring (RTM) system for catch-up and accelerated NFE for out-of-school children; and ALP projects covering BNFE’s SKILFO pilot project and ALP projects with NGOs. The RTM on out of school children education projects and ALP projects will be institutionalized within BNFE by 2025 where BNFE will have its own projects as direct service delivery and other NGOs’ projects as indirect service delivery under BNFE’s scope of work. BNFE is ready to receive technical support from UNICEF to design and implement a conceptual framework for the aggregator of Learning Management Systems (LMS) of government, non-government and private platforms and job portals for all children and adolescents aligning with Generation Unlimited goals and integrating diverse learning resources.

Key Tasks and Responsibilities

  1. Secondary Education:
  • Digital monitoring system (DMS) and data management: Support Directorate of Secondary and Higher Education, Bangladesh Bureau of Educational Information and Statistics (BANBEIS) and other relevant government agencies to strengthen the DMS and EMIS system with all new features related to curriculum implementation, wellbeing, monitoring, mentoring and implementation.  
  • Learners active engagement and quality enhancement through gamified learning: Support DSHE for enhancement and deployment of the mobile game titled 'Change Agent' to enhance adolescents' knowledge and understanding of Adolescent Sexual and Reproductive Health (ASRH) and promote internet safety through pubic platforms and interactive, engaging contents. Also support to enhance key digital platforms with technical improvement and content updates.
  • Teachers’ professional development through ICT: Support National Academy for Education Management (NAEM) to develop and implement an integrated training and learning management system (ITLMS) to ensure overall course management, training enrollment and online registration, training progress tracking, integrated e-learning, reporting and analysis, learning content management, certification and compliance management, integrated communication and collaboration and system integration. 
  • GIGA School Mapping Implementation Plan: Develop a detailed plan to accelerate GIGA school mapping, ensuring connectivity milestones, equipment deployment, and training needs are documented and addressed and coordinate with BANBEIS, ICT Division, BTCL and other government agencies for smooth implementation.
  1. Education for OoSC, Skills and Employability for Oo SA & Young People:
  • Real time monitoring system for out of school children and adolescents: Support Bureau of Non-Formal Education (BNFE) and other government agencies for development and enhancement of a Real Time Monitoring (RTM) system to collect data and monitoring overall project implementation of UNICEF run ‘out of school children programme- Let Us Learn (LUL), Educate the Most Disadvantaged Children (EMDC), Ability Based Accelerated Learning (ABAL) and Skill Focused Literacy (SKILFO). Also support development and enhancement of RTM system to ensure accurate and effective management of the Alternative Learning Programme (ALP) through continuous tracking, recording, reporting and assessment of the overall performance indicators, and processes.
  • Aggregation of LMS and Job portals: Design and implement a conceptual framework for the aggregator of Learning Management Systems (LMS) and job portals for all children and adolescents aligning with Generation Unlimited goals and integrating diverse learning resources.

To qualify as an advocate for every child you will have… 

  • University degree (Master degree or equivalent) in education, social sciences, social work, statistics, development studies, or other relevant technical field

  • Any professional certificate or diploma on Edtech or ICT and Pedagogy is considered as an asset for this position. 

  • Minimum of 8 years of progressive professional experience in the conceptualization, development, and implementation of digital education platforms, EdTech solutions, program planning, and/or education-focused monitoring and evaluation systems.
  • Demonstrated experience in supporting technology-enabled curriculum development, interactive digital learning content, and online course design for diverse learner groups.
  • Prior involvement in education continuity initiatives, instructional design, or digital learning solutions during emergencies or crises will be considered a strong asset.
  • Familiarity with user-centered design, digital pedagogy, and the integration of learning analytics in EdTech platforms is desirable.
  • Relevant experience in a UN system agency or similar organization is considered as an asset.
  • Work experience in developing countries and/or familiarity with emergency is considered an asset.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
