Background:
With the global push for institutionalizing community health in the context of Community System Strengthening, the Community Health Delivery Partnership (CHDP) effort aligned to the UNICEF Executive Director key priorities, and the national priority on community health with, the President of the Federal Republic, appointed as the Champion for Community Health Delivery Partnership (CHDP) and Human Resource for Health (HRH) for the continent, the Nigeria Country Office has prioritized community health with support to government to strengthen the community as a focal delivery platform for MNCAH + Nutrition interventions.
The Government of Nigeria’s strategic direction for the health sector is the sector wide approach (SWAP) and the NPHCDA’s primary health care (PHC) strategic objective of “Every Nigerian has equitable access to quality PHC services they need through a system that they trust. To this, UNICEF Nigeria, has committed to continue to support the government agenda along these lines.
In addition, the CHDP being central to and part of the priority agenda by the UNICEF Executive Director, has been adopted by the UNICEF Nigeria, health program as a programme priority as well. With Nigeria on the center stage in the continent and globe, the President of the Federal Republic, was appointed the Champion for CHDP and Human Resource for Health for the continent.
The support to the government of Nigeria within the context of the SWAP will be provided by UNICEF, being the co-chair of the RMNCEAH+N Working Group of the SWAP, to which the child and community health programme area speaks to.
Purpose of Activity/Assignment:
To support the Child and Community Health portfolio in the MNCAH + HIV cluster to strategically position and deliver guidance and support implementation to the national child and community health agenda within the context of the SWAP, as part of the support to Federal Ministry of Health and NPHCDA.
How can you make a difference?
Scope of Work:
Under the supervision and guidance of the Child and Community Health Specialist and the Health Manager MNCAH, this contract will be for seven months to work on key deliverables that will ultimately result to increased access to quality high impact, cost effective interventions for children under five, including mothers and newborns through various delivery platforms, including the community. These deliverables will include supporting implementation of the national child survival action plan, which was recently launched by the FMOH, and implementation of the revised Community health worker programme to align with the SWAP. The consultant will support the Child and Community Health portfolio with the MNCH cluster. Key areas of the assignment include:
1.Roll out of the revised Community health programme
2.Trainings of community health workers (CHWs)
3.Data management around community health (CHMIS)
4.Implementation of oxygen system strengthening activities as it links to child survival
5.Implementation of the Child Survival Action plan in selected States
The consultant will provide technical advice to the Federal Ministry of Health, and National Primary Health Care Development Agency and UNICEF field offices on child and community health programmes. The consultant will ensure that the child health care interventions leverage on other ongoing interventions such as oxygen system strengthening, MAMII, 1000 days etc.
Work Assignment/Overview:
1. Community Health Programme roll-out for implementation
Deliverables/Outputs
Detailed and clear strategy for UNICEF to implement the remodelled CHW programme in UNICEF supported states
Data management systems for Community health systems
Evaluation of the CHMIS pilot in 9 states, plus roll out of the CHMIS reporting in UNICEF focus states
2. Technical and operational support to community health programme implementation
Deliverables/Outputs
Support roll out of the remodelled community health programme in UNICEF supported states.
3. Child health programme management, monitoring and delivery of results, including scale-up the oxygen related work.
Deliverables/Outputs
Support the roll-out of the National Child Survival Action Plan at sub-national level
Finalized IMCI guidelines with inclusion of Pulse oximetry.
Roll out of the revised IMCI programme in UNICEF supported states
To qualify as an advocate for every child you will have…
- An advanced university degree in Public Health, medical science, development area or related field
- A minimum of 7 years of relevant professional experience in community and/ or child health experience in strategic and/or decentralized planning and monitoring and evaluation of community level interventions.
- Expertise in Community health and child health programming.
- Strong analytic report writing, documentation, presentation skills
- Ability to work with and coordinate a multisectoral team
- Good understanding of the community health system in Nigeria
- Self -driven able to deliver under tight schedules and meeting tight deadlines.
- Developing country work experience and/or familiarity with emergency is considered an asset.
- Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
