Scope of Work:
The UNICEF Guinea Bissau Country Programme relies heavily on a limited number of donors and allocations from UNICEF's core resources. As such, there is a need to diversify the funding sources that the country office depends on and to fundraise from new and emerging partners to fully meet the ambitions of the country programme. Simultaneously, UNICEF recognizes the private sector as a key stakeholder in achieving its programmatic objectives and securing sustainable results for children. While UNICEF Guinea Bissau has extensive experience engaging with public and social sectors, effectively understanding and leveraging the potential of the private sector continues to be a challenge.
Two years into the current programme cycle (2022 - 2026), some areas remain gravely underfunded, like Social Policy, Maternal and Child Health, Nutrition, and HIV. Our key priority areas for funds mobilization are: i) Social Inclusion; ii) WASH; iii) Maternal and Child Health, Nutrition and HIV; iv) Adolescents and Youth engagement, and; v) Climate Action
In this regard, UNICEF Guinea-Bissau Country Office seeks to conduct a comprehensive mapping of the private sector to identify opportunities for engagement that align with the Sustainable Development Goals (SDGs), national priorities, and UNICEF’s strategic plans. This mapping will help inform programmatic strategies, support partnerships, and contribute to the development of UNICEF’s next Country Programme Document (CPD) for 2027 - 2031. The mapping will also assess the regulatory and policy environment that influences corporate social responsibility (CSR) and private sector contributions to child rights and development. Under the supervision of the Deputy Representative Programme and in close collaboration with the Partnership Specialist, the consultant will:

  • Conduct a desk review of existing data, reports, and relevant documentation, including Corporate Social Responsibility (CSR)initiatives and business sustainability efforts.
  • Conduct an analysis on the strengths, risks or barriers and opportunities associated with private sector engagement and fundraising for child rights in the context of Guinea-Bissau.
  • Carry out a private sector mapping (covering key influencers, foundations, businesses/corporations, business associations, CSR networks) including thematic interests, risks, opportunities and trends which align to UNICEF Guinea-Bissau’s country programme priorities
  • Undertake an identification and categorization of the key private sector stakeholders comprising multinational corporations, local enterprises, and business networks.
  • Assess regulatory frameworks, national policies, and obligations related to corporate social responsibility, business ethics, and sustainability in general and to child rights child focused CSR in particular.
  • Develop a detailed mapping report with clear recommendations for UNICEF’s engagement.
  • Create UNICEF Guinea-Bissau private sector relations/partner contact list/database
  • Prepare a presentation summarizing key findings and strategic recommendations.

    Expected duration: 25 working days. Please provide all-inclusive fees, including daily fees (and travel-related fees for international candidates).

To qualify as an advocate for every child you will have… 

  • Advanced university degree in Business, Economics, Development Studies, social science or a related field.
  • Minimum of 5 years experience in private sector mapping, market research, or development programming.
  • Experience in undertaking qualitative and quantitative research, private sector fundraising.
  • Working knowledge in Portuguese required; knowledge of English and French is an asset.
  • Experience working in with UNICEF and/or development agencies and in similar assignment is an asset.

Evaluation Criteria:

A) Technical Evaluation (75 Points)

  • Master degree in Business, Economics, Development Studies, social science or relevant field (10 points)
  • At least 5 years working experience in private sector mapping, market research, or private sector fundraising (20 points)
  • At least 5 years’ experience in qualitative and quantitative research (10 points)
  • Alignment of the proposed methodology and approach with the terms of reference (25 points)
  • Working knowledge in Portuguese and French (10)
    *The bidder has to meet this minimum passing point (55/75) for the Technical Evaluation in order to be considered further for the Financial Evaluation

B) Financial Proposal (25 Points)

Criteria for Selection – Interested candidates should submit the followings:
(1) A cover letter and CV/resume
(2) A brief technical proposal summarizing the proposed methodology
(3) A financial proposal, including a breakdown of their all-inclusive fees (including professional fees, travel related costs).


The final selection will be based on the principle of “best value for money” i.e. achieving desired outcome at lowest possible fee.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
