The objective of this consultancy is to lead a functional review and skills gap analysis of the UNICEF Venezuela Country Office structure, taking into account current funding constraints and the programme planned for implementation in 2026. The process should be consultative and inclusive, ensuring the participation of all office staff and empowerment of all management levels.

How can you make a difference? 

In recent years, the global surge in children's needs has significantly increased the demand for financial resources. However, recent reductions in Official Development Assistance (ODA) from several traditional partners highlight the urgent need to safeguard and strengthen the capacity of UNICEF and its partners to continue delivering essential services to children. The current trajectory of ODA suggests a more constrained humanitarian and development funding environment in the short to medium term.
 
Over the past five years, UNICEF Venezuela has significantly expanded its operations across the country, addressing the needs of children and advocating for their rights in multiple regions. Considering the global funding downturn, the office must now prioritize its core activities and ensure that its workforce is optimally aligned with its strategic objectives.
 
To support this transition, UNICEF Venezuela is recruiting an Organizational Development Consultant to lead a functional review and skills gap analysis of the office structure. This initiative is a key component of the September 2025 Programme Budget Review (PBR) and aligns with UNICEF’s global Future Focus Initiative, which emphasizes efficiency and innovation. The goal is to ensure that the office has a fit-for-purpose structure that can sustain the implementation of the Country Programme over the next two years.
 
The outcomes of this consultancy are:
- A detailed roadmap outlining the scope, key phases of the process and the approach for engaging stakeholders and colleagues.
- A structured functional review report analyzing the functions needs based on the Programme 2026, and assessing their relevance, efficiency and alignment with institutional objectives. The report will identify redundancies, overlap, areas of efficiencies and propose ways to optimize functions.
- A comprehensive skills gap analysis offering clear recommendations for the evolution of the office structure with a special focus on efficiency and innovation and based on current and future programme needs.
This process aims to provide inputs to support strategic decision-making for the SMT. It ensures that all colleagues are collectively consulted and well-informed about the progress of this exercise. Innovative ideas allowing for gains in efficiency and effectiveness are encouraged.
 
The proposed methodology consists of the following:
1. Define the objective and scope of application
- Meet with the Senior Management Team and selected managers to understand the need and confirm the methodology
2. Involve stakeholders and communicate
- Develop a roadmap to identify the phases of the project, to define the participation of colleagues (bilateral interviews and focus group discussions)
- Develop a communication plan from the outset that identifies and plans communication channels and communication points on this specific project
3.Collect data in bilateral discussions and/or focus group discussions, ensuring all staff participation
  • Objectives: What the function is intended to accomplish.
  • Organizational structure and job profiles: How it is organized and staffed.
  • Activities and results: What the function actually does to achieve results.
  • Budgets and resources: How the function is funded and how much it spends.
  • Performance metrics: How the function measures achievements.
4. Analyze the current structure compared to the new context, in main blocks (sections, pillars, office) considering the relevance, strategic alignment with the Programme 2026 and effectiveness.
5. Identify issues and opportunities. In this step, the analysis is reviewed with the view to:
Consolidate or eliminate redundant functions
  • Streamline processes
  • Reallocate resources
  • Reduce operating costs
6.Develop recommendations in a functional review report

7. Prepare a functional review report
8. Based on the functional review report and the Programme document for 2026, develop a Skill Gap analysis and some recommendations for the future structure

Working conditions
  • The consultancy will be carried out in person in Caracas, with presence in the office for the collection of information when established in the work plan
  • The consultant will attend face-to-face meetings at UNICEF offices when necessary.
  • The consultant will not have an assigned workspace, but may have meetings at UNICEF offices, which must be organized in advance.
  • The consultant must have the necessary working tools for the development of the consultancy.
  • The consultant must have valid medical insurance to cover the entire consultancy period.

To qualify as an advocate for every child you will have… 

  • University degree in human resources, psychology, sociology, other areas of social sciences, administration, among others with Specialization or Master's degree in the area of Organizational Development or Talent Management.
    *A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree. 
  • A minimum of 10 years of relevant professional experience leading strategic Human Talent functions or carrying out organizational consulting processes.
  • Desirable experience in the United Nations system, Multilateral or Multinational organizations, complex Corporations with Regional or Global operations
  • Experience in organizational transformation and change processes, change management
  • Experience in facilitating collective construction processes through work sessions
  • Languages: English and Spanish required.
  • Three updated relevant professional references.
  • Indispensable Technical and economic proposal (detailed professional fees for each product/hour) based on the TOR and including the following activities and travel Plan:

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
