The Livelihood Empowerment Against Poverty (LEAP) programme was introduced in 2008 and is administered by the Ministry of Gender, Children and Social Protection and managed by the LEAP Management Secretariat (LMS). LEAP provides financial support to the extreme poor and vulnerable families who have members that fall into at least one of the four categories: elderly (aged 65 and above), severely disabled who are unable to work, carers of orphans and vulnerable children (OVCs) and pregnant women or families with infants under 12 months. As of December 2024, LEAP had reached about 350,000 households in all districts across the country. Since its introduction, the LEAP programme has progressed through many implementation revisions and improvements, from manual processes to automated data capture, storage and payment. As a result, the programme has seen improved accountability and transparency over the years.

UNICEF has over the years supported LEAP in improving its operations to be able to use its resources efficiently and effectively. UNICEF’s support has focused on important pillars of LEAP’s operations including Monitoring and Evaluation (M&E), Independent Monitoring Checks (IMC), improved targeting processes, targeting expansion, communications, data management and Management Information System (MIS) development. The programme is currently undergoing key operational changes - re-assessment of households which has not been implemented since the inception of the programme has become a priority for government as well as other operational pillars such as case management and effective engagement of decentralised structures in programme management.

How can you make a difference? 

The scope of this assignment is to provide tailored technical backstopping to the LEAP Management Secretariat over nine-months throughout the LEAP reassessment period and enhance the capacity of the LEAP MIS staff to effectively utilize the LEAP MIS to ensure that no one is left behind as the LEAP database is transitioned to GNHR as part of the LEAP reassessment. Work assignment includes the following:

  • Undertake Data analysis on LEAP & GNHR data integration to inform adjustments to the LEAP MIS for effective operation.
  • Facilitate technical engagement with stakeholders of the LEAP reassessment based on analysed data on LEAP – GNHR targeting/enrolment statistics.
  • Updates to LEAP MIS enrolment module to include data segregation by gender and qualified category as well as membership coverage (1 member, 2member, 3member and 4+ members HH) using filter option and HH membership.
  • Update the payments module to add cashout data import and analysis functionality; payroll extraction and download and relevant payment reports.
  • Update the Case management module of the LEAP MIS to support enrolment data upload and retrieval as and when household membership changes.
  • Integrate LEAP case management module with the Single Window Citizens Engagement Services (SWCES)
  • Provide training to LEAP MIS team on all updates to the modules and API configurations.
  • Provide technical guidelines to the renewal and updates to server software and apps.
  • In consultation with the M&E head of the LEAP programme, develop management dashboard based on indicators to be provided by the LEAP management to enable the M&E team to generate and update all dashboards with real-time statistics.

To qualify as an advocate for every child you will have… 

  • An advanced university degree (Master’s or higher) in Computer Science, Computer Programming, Statistics, Economics, Engineering, Data Analytics or related discipline.
    *A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree. 
  • A minimum of 10 years of relevant professional experience in:
  • In the design, development of large-scale Management Information Systems, computer programming and integration of complex data management systems.
  • Experience working with national social cash transfer programmes is an asset.
  • Professional qualification in software Development or computer science is an advantage
  • Demonstrated experience working closely with government partners and systems is required.
  • Excellent analytical, communication, facilitation and capacity building skills are required.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
