Purpose of the Consultancy 

The primary objective of this consultancy is to enhance UNICEF Mozambique’s operational efficiency and control environment by:

  • Analyzing existing manual workflows proposed for automation.
  • Designing and implementing automated workflows using MS Power Automate, ensuring the seamless integration of internal controls at critical junctures.
  • Developing interactive dashboards using MS Power BI to monitor the performance of automated processes and compliance with internal controls.
  • Building internal capacity within UNICEF Mozambique ICT team to manage, maintain, and further develop automated solutions.

Scope of Work:

The consultancy seeks to enhance UNICEF Mozambique’s operational efficiency, digitalization and control environment by designing and implementing end-to-end automation for selected priority workflows. This includes:

  1. embedding robust segregation-of-duties controls, risk flags, and audit trails,
  2. developing interactive Power BI dashboards that provide real-time visibility for managers and auditors, and
  3. transferring knowledge to Operations and ICT staff to ensure sustainable ownership and future scalability.

Work Assignments Overview

Key Task 1: Inception & Diagnostics

Deliverables: Inception Report with process maps, risk points & mitigation plan

Deliverables: Solution Blueprint (UML + data model + control matrix)

Key Task 3: Build & Configure

Deliverables: Working prototype of automated priority-transaction solutions deployed in UNICEF’s Microsoft tenant

Key Task 4: Testing & Iteration

Deliverables: Consolidated Test Report including executed test cases, defect log with resolutions, performance benchmarks, and signed UAT & security compliance sheets.

Key Task 5: Capacity-Building & Formal Acceptance

Deliverables: Complete training package, SOPs, quick-reference guides, administrator handbook, and signed acceptance records

Deliverables: Final Report including lessons learned & sustainability plan

To qualify as an advocate for every child you will have… 

  • An advanced university degree in Computer Science, Information Systems, Engineering, or related field.
  • A minimum of 8 years of relevant professional experience in designing process-automation solutions with robust internal controls
  • Proven expertise in Power Automate, Power Apps, Dataverse, Power BI.
  • Demonstrated ability to embed segregation-of-duties, audit logs, role-based access.
  • Excellent English writing & presentation skills.

Desirable certifications:

  • Certification: Microsoft Power Platform Solution Architect or Developer
  • Previous work with UN/INGO financial & admin workflows
  • Knowledge of SAP-based ERPs (e.g., VISION/SAP ECC)

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
