For every child

The purpose of this consultancy is to provide technical, coordination, and capacity-building support to UNICEF Guinea for the implementation of the project “Reaching Every Child: Gender-Responsive Polio Strategies in Dubreka”, which is part of the Global Polio Eradication Initiative (GPEI) Gender Equality Strategy. The consultant will contribute to strengthening gender-responsive planning, delivery, and monitoring of polio immunisation services in Dubreka, a high-risk prefecture with persistent coverage gaps due to social and gender-related barriers. Specifically, the consultant will ensure that gender perspectives are systematically mainstreamed across all project activities, including the integration of gender analysis into microplanning, the scale-up of the “parrains et marraines” community champion model, capacity-building for key stakeholders, the development of a time-bound Gender Action Plan, and the documentation of lessons learned to inform future scale-up efforts 

 

How can you make a difference? 

The consultant will support UNICEF and partners in implementing the project in Conakry and Dubreka, focusing on:

  • Integrate gender analysis into immunisation microplanning by conducting a thorough review of identified gender barriers in Dubreka, analysing existing microplans, and advising on targeted strategies to reach girls and underserved populations.
  • Support the scale-up of the “parrains et marraines” model, ensuring gender balance among community champions, providing technical support for their recruitment, designing and facilitating their training, and strengthening their supervision systems to improve equitable vaccine uptake.
  • Facilitate capacity-building for community champions, COUP focal points, and health staff, including designing gender-responsive training modules, organising workshops, mentoring sessions, and practical field exercises to build their skills in gender-transformative community mobilisation and monitoring.
  • Assist in the development of a time-bound Gender Action Plan, working collaboratively with local health authorities, COUP, and community structures to define clear priorities, activities, indicators, and accountability measures for promoting gender-equitable immunisation practices, and supporting its validation at national level.
  • Support the design of gender-responsive communication and supervision materials, reviewing and adapting existing tools to ensure they reflect inclusive and culturally sensitive messages that address gender barriers, and developing supervisory checklists and feedback forms to track gender equity indicators in the field.
  • Provide technical documentation of lessons learned, success stories, and recommendations for scale-up, including the development of case studies, stories of change, and evidence-based recommendations to inform future policy and programming.
  • Participate in monitoring, learning, and adaptation processes by joining regular field missions, supervision visits, review meetings, and stakeholder coordination platforms to support real-time problem-solving, adapt project approaches based on findings, and strengthen continuous improvement of gender-responsive strategies.

This comprehensive support will ensure that gender transformative approaches are effectively embedded throughout the project lifecycle and will contribute to strengthening sustainable and equitable immunization system in Dubreka.

The consultant work under the supervision of the gender and Adolescent Development Specialist, with close collaboration with the Health/Immunisation, SBC and COUP Teams.

Due to the nature of the project, regular travel between Conakry and Dubreka (one 4-day mission per month for 5 months) is expected to ensure gender-responsive community engagement strengthening and institutional capacity for equitable planning.  The DSA will serve as an allowance to cover per diem expenses for planned missions from Conakry to Dubreka once a month for the duration of the project. UNICEF Guinea will cover travel from Conakry to Dubreka and vice versa during the established start and end dates of the monthly missions by providing a driver and a vehicle. Any commute undertaken in Dubreka during the mission subsequent to the start and end dates of the mission will be incurred by the consultant under the framework of the financial offer

Reasons why this consultancy cannot be done by staff           

UNICEF Guinea currently lacks sufficient in-house gender capacity to deliver the highly specialized and field-focused technical support required by this assignment. To ensure effective implementation of the initiative, a dedicated consultant with national expertise and a strong understanding of the specific sociocultural realities in Dubreka is needed. This will improve the quality and sustainability of the project by leveraging local knowledge, building trust with communities, and ensuring that gender-responsive approaches are contextually appropriate and effectively embedded within existing systems.

Work Assignment Overview

1. Design and deliver training for 100 community champions (50 parrains, 50 marraines) and 25 COUP focal points on gender-responsive mobilisation, including PSEA components (Dubreka and Conaky. Training modules developed, training sessions delivered, participant lists, and feedback reports submitted – August -September -2025 – 15%

2- Conduct a localised gender analysis in Dubreka, including at least 10 key informant interviews, 8 focus group discussions, and desk review of existing data (Dubreka). Gender analysis report with actionable recommendations submitted to UNICEF. September 2025. 15%.

3- Facilitate technical working sessions with COUP focal points and district health teams to integrate the gender analysis into immunisation microplans (Dubreka and Conakry). Revised immunisation microplans reflecting gender-responsive strategies and gaps addressed. September 2025. 15%

4- Provide ongoing technical mentoring and on-the-job coaching for COUP focal points and supervisors to apply gender-responsive monitoring tools during campaign preparation cycles (Conakry). Mentorship session reports and capacity-strengthening progress updates. September-october 2025. 15%

5- Lead the joint development and validation of a time-bound Gender Action Plan with COUP, to be validated at national level and aligned with national EPI strategies (Conakry). Gender Action Plan submitted to NEOC with stakeholder endorsement. September 2025. 10%

6- Support field supervision missions in Dubreka to monitor integration of gender-transformative strategies and capture community feedback (Dubreka). Field mission reports and supervision feedback notes. October 2025. 10%

7- Document gender-transformative practices, lessons learned, and success stories to support future scale-up and advocacy (Dubreka and Conakry). 4 documented case studies/community stories and contributions to a final learning report. October – November. 10%

8- Final consultancy report summarizing results, recommendations, and next steps for scale-up (Conakry). Final consolidated consultancy report submitted to supervisor. November – December. 10%

  • Financial proposal: detailing all costs (fees, expenses, etc…) quoted in GNF and USD.

 

Knowledge / Expertise/Skills required.

  • At least 2 years of relevant experience in gender integration and mainstreaming with development or humanitarian program.
  • Experience designing and facilitating community-based gender-responsive training is highly desirable.
  • Demonstrate skills in social behaviour change (SBC) communication, community engagement, and local partnership strengthening is highly desirable.
  • Proven track record in coordinating with government and local stakeholders, especially in health or immunisation programme will be an advantage.
  • Familiarit with Guinea’s social and cultural context, particularly in Conakry and Dubreka, is highly.

Skills :

  • Fluency in French is required
  • Basic knowledge of English is required
  • Knowledge Soussou would be an advantage
  • Good analytical and report-writing skulls
  • Proficiency in standard software tools word Excel PowerPoint.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract.
