Guinea continues to face persistent nutrition challenges, including high levels of stunting (30%), wasting (7%), and micronutrient deficiencies among children under 5 and women of reproductive age. The nutrition situation is exacerbated by food insecurity, inadequate infant and young child feeding practices, limited access to nutrition services, and recurrent health and environmental emergencies.

UNICEF supports the Government of Guinea to scale up evidence-based interventions in line with national strategies, the Nutrition Investment Case, and the National Multisectoral Nutrition Plan. To strengthen technical support, coordination, planning and monitoring of nutrition interventions, UNICEF seeks to recruit a qualified Nutrition Specialist as a consultant.

Purpose of activity/ Assignment

The purpose of this consultancy is to provide high-level technical assistance and strategic guidance to UNICEF Guinea and the Ministry of Health in the planning, implementation, monitoring, and coordination of nutrition-specific and nutrition-sensitive interventions, with a focus on capacity building, systems strengthening and emergency response.

 

How can you make a difference? 

Activities

A. Technical Support

  • Provide technical support for the planning and implementation of key nutrition program, including:
    • Community-based management of acute malnutrition (CMAM)
    • Infant and young child feeding (IYCF)
    • Micronutrient supplementation and home fortification
    • Prevention of stunting and maternal nutrition
  • Support the integration of nutrition into health systems and other sectors (WASH, child protection, social protection, education).

B. Strategy and Planning

  • Contribute to the development, review and updating of nutrition policies, strategies, and guidelines in Guinea including the multisectoral nutrition plan 2019-2024 evaluation and the new multisectoral nutrition plan elaboration.
  • Provide input into the annual work plans, proposals, donor reports, and country programme documents.

C. Capacity Building

  • Organize and facilitate training, coaching and supportive supervision for health workers and community agents on nutrition protocols and practices.

D. Coordination and Partnerships

  • Support national and regional nutrition coordination platforms (e.g., Nutrition Cluster, SUN platform).
  • Foster effective collaboration between UNICEF, government entities, NGOs, UN agencies, and donors.                                                                            

E. Monitoring and Data

  • Strengthen data collection, analysis, and use for decision-making (e.g., DHIS2, SMART surveys, nutrition dashboards).
  • Support timely reporting and documentation of lessons learned and best practices.

 

Scope of Work

The consultant will work as part of the Ministry of Health's nutrition team, in close collaboration with regional and district health teams and all nutrition partners. He/she will regularly visit the field to support the implementation and monitoring of activities.                                                                 

The consultant will have 10 days of mission per month for the entire duration of the contract (11 months).

The consultant will be engaged for a total period of 11 months for which he/she will be remunerated per deliverable. The cost elements to be taken into consideration will be as follows:

Livrables and estimated consultancy fees

The consultant will implement the activities and deliver the deliveries below. Payment will be made upon completion and submission of deliverables according to the schedule included.

Workplan and consultancy roadmap – Month 1 – 5%

Draft/revised national guidelines or strategies.

Evaluation of the multisectoral nutrition plan 2019-2024

Monthly progress reports on continuing activities:

  • Technical Support: planning and implementation of key nutrition program; integration of nutrition into health systems and other sectors (WASH, child protection, social protection, education).
  • Multisectoral nutrition Coordination and Partnerships building with public and private sectors
  • Programme Monitoring and Data analysis for decision making – 45%
  • Report including a database on capacity building/training activities: training, coaching and supportive supervision for health workers and community agents on nutrition protocols and practices- Month 3 – 20% 

  • Final report with key recommendations to sustain results while addressing existing constraints – End of consultancy- 05%

Minimum Qualifications required

Knowledge /Expertise / Skills required

  • An advanced university degree in one of the following fields is required: nutrition, public health, nutritional epidemiology, global/international health and nutrition, health/nutrition research, policy and/or management, health sciences, nutritional epidemiology, or another health-related science field.
  • A minimum of 10 years of professional experience in a developing country in one or more of the following areas is required: nutrition, public health, nutrition planning and management, or maternal, newborn infant child and adolescent health/nutrition care.
  • Experience on multisectoral nutrition plan elaboration, implementation, coordination, monitoring and evaluation
  • Experience integrating nutrition within other sectors health, WASH, Child protection, Education, Social Policy
  • Experience in health/nutrition programme/project development and management in a UN system agency or organization is an asset.
  • Fluency in French is required. Knowledge of another official UN language (English, Arabic, Chinese, Russian or Spanish) or a local language is an asset.

  • Financial Proposal: detailing all costs (fees, expenses, etc.), quoted in GNF.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
