At national level UNICEF is leading the development of a national roadmap and guidelines for inclusive education, closely collaborating with Development Partners and the Government of Uzbekistan. This process is informed by the modelling of inclusive preschools and schools where new standards/requirements and mechanisms for inclusive education are being tested.

In this context, UNICEF is currently supporting the Ministry of Preschool and School Education in the modelling of new practices for inclusive education in fifty schools across all regions of the country. The modelling will focus on ensuring that all students, including children with disabilities, are supported with pedagogy that effectively uses assistive technology, devices, equipment, and materials for learning in a safe and accessible environment. Model schools will be further supported to become inclusive digital schools, upgrading the learning experiences through Universal Design for Learning (UDL) for all students, including those with disabilities, and further advancing the national digital learning agenda. These schools will serve as models of accessible, inclusive, and tech-enhanced learning environments that foster participation, achievement, and safety for all children.

To ensure that the modelling aligns with national priorities and international best practices, UNICEF has engaged two international consultants: (i) a Lead Technical Coordinator responsible for developing the national programmatic framework on inclusive education and guiding the introduction of a Whole-School Approach across the 50 model schools, and (ii) an international expert on inclusive technologies and assistive devices to support the creation of a national catalogue of assistive devices and inclusive technologies and school-based equipment. Their work is directly contributing to building institutional capacity, refining standards, and ensuring sustainable scale-up of inclusive practices.

In this context, UNICEF’s Education Section requires the services of an individual international consultant who will design and deliver a capacity building programme for teachers and staff in primary school (grades 1-4), including special educators, psychologists, etc., on introducing inclusive pedagogy, Universal Design for Learning (UDL), and the sustainable and effective use of assistive technologies, digital tools, and equipment for flexible, equitable, and inclusive digital learning that supports the learning outcomes of all children. The programme will blend online modules, virtual peer engagement, and in-person workshops through school-based Teacher Professional Development (TPD) and regional Pedagogical excellence centers, forming a sustainable and replicable TPD model.

Purpose:
 
The International Consultant will design and deliver a capacity development programme for 50 model schools. This will include online professional development modules, virtual learning support and mentoring, and in-person practicums and workshop, in alignment with academic calendar.

Description of the Assignment and Tasks:

The assignment is expected to start from August 2025 to the end of January 2026.
 
The Consultant is expected to:
 
  1. Develop a comprehensive capacity development framework and work plan based on National Inclusive education Programmatic Framework, and the Whole-School Approach Framework for 50 inclusive model schools.
  2. Design a blended professional development programme for teachers, special educators, psychologists, and school leaders that includes 8–9 monthly online learning modules (video lectures, readings, self-assessments, and practical tasks), aligned with the academic calendar from September 2025 to May 2026.
  3. Develop and deliver monthly virtual support sessions (e.g. Zoom webinars) to provide additional training, promote peer exchange, and strengthen the professional learning community across participating schools.
  4. Design and implement school-based in-person workshops and practicums on a quarterly basis (once every three months), through school-based Teacher Professional Development (TPD) platforms and regional Pedagogical excellence centers.
  5. Provide methodological and training materials including handouts, evaluation tools, workshop agendas, lesson planning tools, and guidance for inclusive teaching and learning practices using Universal Design for Learning (UDL), assistive technologies, and digital resources.
  6. Support monitoring and documentation of implementation by collecting participant feedback, identifying emerging good practices, and conducting pre- and post-assessments to evaluate the impact of capacity building activities.
  7. Provide technical guidance and ongoing consultation to UNICEF, MoPSE technical teams, and national institutions (Republican Center for Career Guidance and Pedagogical-Psychological Diagnostic (Tashxis) National Institute of Pedagogical Excellence named after Avloni, National Agency for Social Protection) to ensure quality, coherence, and sustainability of the professional development model.
  8. Provide monthly progress reports and a final report for the assignment. The reports should summarize the completed activities and include a short description of the deliverables, milestones, achievements, and the barriers or challenges faced. The report will also need to include the findings and recommendations for each of the delivered outputs. and activities.

International Consultant will work under direct supervision of the Education Specialist, technical guidance the Lead Technical Coordinator and in coordination with International Consultant on Inclusive Technologies, Equipment and Devices, in close collaboration with national partners and government officials other international and national consultants assigned by UNICEF.

Payment: According to UNICEF policy, the final fees will be set up based on the “best value for money” principle. Total hundred (100) working days are allocated for accomplishment of all tasks and deliverables within the period of August 2025 to end of January 2026.
 
Payment will be made upon satisfactory completion of the assignment and provision of reports of accomplished tasks and deliverables approved by the supervisor.
 
The candidates are requested to submit their financial offer consisting of fee for the services to be provided and calculation of estimated travel expenses based on the UNICEF rules and regulations.
 
The Consultant will receive direct payment to his/her indicated bank account.

Travel International: 3 missions to Uzbekistan. Each mission requires local travel to at least 3 regions.

Minimum requirements:

  • Education: University degree in education, psychology or related field.
  • Work Experience: At least 15 years of professional experience in education, preferably in school education, including work related experience in inclusive education and teacher training systems. At least 10 years of professional experience in inclusive education, teacher training, or system-wide education reforms. Professional experience and expert knowledge in blended teachers’ professional development design, designing teaching and learning materials, with a focus on student-centered pedagogy, UDL, and assistive technologies.
  • Skills (optional): Excellent analytical and writing skills.
  • Language Requirements: Excellent written and spoken skills in English.
