How can you make a difference?
UNICEF in Vientiane, Lao PDR is looking for an International Consultant to Lead the Development of the National Nutrition Strategy and Plan of Action for Lao PDR. The duration of this assignment is 08 months, starting as soon as possible and the consultant shall be home based (mostly remotely but it may require at least 2 trips to Vientiane, Lao PDR).
Summary of key functions/accountabilities:
The overall objective of this consultancy is to ensure coherence and quality in the National Nutrition strategy and action plan development processes, guiding system-based working groups, harmonizing inputs, and overseeing the documentation of the strategy and action plan. The Lead Consultant will work in collaboration with the National Nutrition Committee Secretariat, under the leadership of the Ministry of Health, and closely with the Forum of Development Partners, especially the technical lead team with key partners such as WB, WFP and Nutrition International.
Specifically, the consultant will:
- Provide strategic and technical leadership for the development of the National Nutrition Strategy and of the National Plan of Action on Nutrition.
- Guide and support system-based working groups in developing their contributions.
- Develop and apply a harmonized methodology and templates for input collection and analysis.
- Ensure alignment with national priorities, international commitments, and multisectoral frameworks.
- Support preparing and conducting consultations.
Consolidate and synthesize inputs into a coherent draft strategy and action plan.

Minimum requirements:
Education:
- Master’s degree in nutrition, public health, development studies, or related field.
- Post-graduate degree in public health, nutrition, information management, international development or other clearly related disciplines.
Work Experience:
- Minimum 10 years of experience in nutrition strategy development or multisectoral planning.
- Proven experience working with government and development partners in Lao PDR or similar contexts.
Skills:
- Strong facilitation, coordination, and writing skills.
- Good analytical and presentation skills.
Language Requirements:
- Fluency in English is required- both in oral and written communication.; knowledge of Lao is an asset.
