How can you make a difference?
Purpose of Activity/Assignment:
To provide technical leadership in revising the existing National IMAM Guidelines in line with the 2023 WHO recommendations, integrating best practices, stakeholder input, and the country’s context and health systems and review and consolidate the current training materials in line with the revised National Guidelines for Acute Malnutrition. The assignment will include:
- Review existing national IMAM guidelines, protocols, and relevant documentation.
- Revise SAM management protocol including a component for MAM aligned with WHO 2023 guidance.
- Draft and finalize comprehensive, contextualized national IMAM guidelines.
- Facilitate national and subnational consultations for input and validation.
- Develop implementation and monitoring frameworks and training package in line with the revised guidelines
- Provide recommendations for strengthening the IMAM program's implementation, monitoring, and evaluation mechanisms.
III. Scope of Work:
The consultant will perform the following:
Literature and Policy Review:
- Review relevant global, regional, and national documents, including but not limited to: (WHO 2023 Guidelines, Liberia’s National Health Policy (2022–2031), EPHS-II, IMNCI, and existing IMAM/SAM protocols, Child Survival Strategy, SBCC strategy, and WFP desk reviews, and the LMNCSP).
- Stakeholder Engagement, Coordinate and conduct consultations with: MOH departments and technical divisions, UNICEF, WHO, WFP, NGOs, CSOs and subnational health actors (via field visits).
Drafting and Validation:
- Prepare an initial framework and full draft of the updated IMAM guidelines including a component on MAM.
- Develop accompanying materials: (job aids and training package).
- Facilitate technical workshops and validation sessions.
Finalization and Reporting:
- Incorporate feedback into final versions of the guidelines and protocols.
- Design a monitoring and evaluation framework aligned with HMIS.
- Prepare a final report on the process, challenges, and recommendations.

V. Qualification/Experience/Competencies/Skills Required:

Minimum requirements:
Education:
- Advanced degree in Public Health, Nutrition, Pediatrics, or related field.
Work Experience:
- At least 5 to 8 years of professional experience in child nutrition programming, policy, and guideline development.
- Proven experience developing or revising national nutrition guidelines/protocols.
- Knowledge of WHO acute malnutrition guidelines and community-based management approaches.
Other skills and competencies required:
- Familiarity with Liberia’s health system
- Strong facilitation, coordination, and communication skills
- Experience working with UN agencies and government ministries
Language Proficiency:
- The consultant is expected to have the following qualities:
- Excellent writing and communication skills in English.
VI. Working Conditions:
Home Based Office Based Hybrid (1 months onsite & 3 months home-base)
The necessary computer equipment for the consultation will be provided by the consultant or the consultant is expected to use his/her own ICT equipment.
The consultant will benefit from R&R according to the rules and procedures of the Organization.
VII. Supervision:
The consultant will be supervised by the Chief, Child Survival and Development (CSD).
VIII. Technical and Financial Proposals:
Applicants are invited to submit with their online application:
- A technical proposal that outlines their understanding of the task and proposed methodology or a cover letter explaining why they are well placed to undertake this assignment.

- A financial proposal which must be an all-inclusive cost (consultancy fees, Daily subsistence allowance, etc.).

Selection criteria will be based on qualifications, skills, expertise and experience in the required field, and the quality of the technical proposal and value of the financial offer. Each application will be assessed first on its technical merits and subsequently on its price.
