How can you make a difference? 

Purpose of Activity/Assignment:

The purpose of this consultancy is to work with the UNICEF Country office and MOH EPI to design and develop databases, data collection tools, system for data validation and triangulation, management and analysis from different sources to identify and monitor ZD children in selected areas and regions. The role also involves building capacity in data management utilizing GIS for mapping to support identification, reach, monitoring and measuring of zero dose and under immunized children: using DHIS2 and survey data for mapping  priority areas

Scope of Work:

Under the guidance of health/immunization specialists at ECO, the consultant will provide specialized technical support to the immunization programme. This includes developing tools for data collection, aggregation, establishing, databases analysis, and monitoring the implementation. The consultant will triangulate immunization data from different sources such as DHIS2, survey, vaccine consumption, logistic data, WUENIC data. The consultant will also work to integrate immunization with nutrition, primary health care, and birth registration services.

The role involves capacity building in areas such as preparing context specific quality micro plan, implementation process improvement, using digital intervention to identify, reach and monitor zero-dose children, data analysis and use at sub-national and service delivery level. The consultant will develop data verification tools and establish systems to triangulate data from multiple sources to inform programme strategies and policy decisions, aiming to enhance the quality and performance of immunization and PHC. In addition, the consultant will produce Health Infographics using a standard template and indicators for regular dissemination to various stakeholders. The M&E consultant will also support in organizing, availing, and presentation of analyzed information on immunization and PHC for advocacy, and action.

Work Assignment Overview

Task/Millstone

  1. Design and develop innovative data collection tools for monitoring reach of zero-dose and under-immunized children, vaccination tracking system of zero-dose and under-vaccinated children in missed communities. (23 days)
    • Deliverables/Outputs: Data collection tools and databases developed for triangulation of data from various sources, performance monitoring, analysis, and course correction. Submit EFY quarter I immunization performance report disaggregated by regional states.
  2. Map and monitor zero dose status using administrative data, map woreda with high number of zero dose using GIS, stratify for prioritization.
  3. Use of Geospatial applications, smart maps, digital micro-plans, satellite identification of settlements of missed communities
  4. Analyze correlation of zero dose undernutrition and missing birth registration
  5. Analyze annual coverage and zero dose reduction status from reliable data sources for timely action.
    • Deliverables/Outputs for task 2-5 (22 days)
      • Mapping of immunization services, status, by coverage, type of services/supports linking with other child health interventions at all levels
      • Submit Zero dose and under-vaccinated including disaggregated data reported for  EFY 2018
  6. Compile and organize immunization related data from RI TAs report, DHIS2, and MOH Zero dose monitoring tool and other sources
  7. Provide training to immunization expertise at zonal health offices and partners on the use of information management tools and platforms.
    • Deliverables/Outputs for task 6-7 (23 days)
      • Submit Programme progress report validated from all sources in a timely manner (quarterly, biannual and annual).
      • Submit quarter II report on mentoring and training of Government programme officers on use of tools and information management

To qualify as an advocate for every child you will have… 

Minimum requirements:

Education: 

  • Master’s degree in public health Information Technology (IT) and, health informatics health information management systems, statistics, public health research, epidemiology and biostatistics, or other health related sciences is required. 

Work Experience: 

  • A Minimum of five years’ experience at the regional/national level in Database Management, Health Information System development such as dashboard, application of GIS / Satellite Image for Public Health, development of monitoring tools, dataset, collection, compilation, and analysis of large data, knowledge in Digital Health information (DHI) , generating and use of Immunization related data,
  • Demonstrated an experience in technical and programmatic aspects of community-based maternal, newborn, and child health, health information, and other health programs,
  • Formulating Indicators for monitoring and evaluation of health/nutrition program/project development in UN system agency or organization is an asset. 

Desirables:

  • Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
