As COVID-19 vaccine distribution ramped up worldwide, counterfeit vaccines were found, presenting significant risks to the public health response and financial loss. The need for product quality verification and traceability extends beyond COVID-19 vaccines to all health products. Falsified vaccines and medicines cost low- and middle-income countries (LMICs) $30 billion/year and over $200 billion globally. Investments in verification and traceability can protect beneficiaries from counterfeit health products while strengthening digitally enabled supply chains for all public health use cases.

The Traceability and Verification System (TRVST) is being implemented to strengthen the national immunization supply chain by improving visibility, accountability, and real-time tracking of vaccines and related commodities from central level to service delivery points. To support the effective deployment and operationalization of TRVST at the national and regional level, technical assistance is required from an experienced international consultant.

The purpose of this assignment is to provide Tajikistan with targeted technical guidance, operational support, and capacity building to enable the practical introduction, as well as the long-term sustainability, of the Traceability and Verification System (TRVST). The consultant will work closely with national counterparts, notably the Republican Center of Immunoprophylaxis (RCIP), to ensure that the TRVST is implemented in a way that aligns with both global standards and country-specific requirements.

The purpose of this assignment is to provide Tajikistan with technical guidance, operational support, and capacity building to enable the introduction and sustainability of the Traceability and Verification System (TRVST). The consultant will work closely with the Ministry of Health and Social Protection of Population (MoHSPP) and the Republican Center of Immunoprophylaxis (RCIP) to ensure the system is implemented in line with international standards and adapted to local requirements.

Key objectives of the assignment include:

• Establishment of a national Technical Working Group (TWG) on verification and traceability, with an appointed point of contact at RCIP.
• Development of a detailed project implementation plan and training plan.
• Technical support for localization of the TRVST dashboard into Russian/Tajik and the mobile application into Tajik language, followed by field testing.
• Facilitation of publishing the localized TRVST mobile app on Play Store and App Store for Tajikistan.
• Development of SOPs, training curricula, and user manuals for effective rollout.
• Capacity building of national trainers and staff through training-of-trainers and pilot rollout.
• Ensuring sustainability through system maintenance, mentoring, and knowledge transfer.

The Consultant will work under the supervision of the UNICEF Health Officer and in close collaboration with the Ministry of Health and Social Protection of Population (MoHSPP), the Republican Center of Immunoprophylaxis (RCIP), and other key national stakeholders. The assignment will also involve coordination with international partners such as WHO, Gavi, and UNICEF’s regional and global traceability teams to ensure that the Tajikistan approach to verification and traceability is aligned with international standards and best practices.
The overall objective of the consultancy is to provide technical leadership and hands-on support for the introduction and operationalization of the Traceability and Verification System (TRVST) in Tajikistan. This system aims to improve visibility, accountability, and control over vaccines and other essential health products, helping to prevent falsifications, leakages, and diversion. The consultant will guide the national counterparts in all steps of the process—from system design and configuration to pilot implementation, training, monitoring, and final recommendations for scale-up.
 
The Consultant will be responsible for the following areas of work:
 
a. Technical Support
• Support the establishment of a Technical Working Group (TWG) on traceability, including development of terms of reference, appointment of an RCIP focal point, and facilitation of regular meetings.
• Conduct a detailed review of existing national health information and supply chain systems, including 1C-based VLMIS, Immunization Information System (IIS), and related platforms, to identify integration points with TRVST.
• Provide technical input for the customization and configuration of TRVST, ensuring alignment with local policies, regulatory requirements, and operational realities of Tajikistan’s immunization programme.
• Support localization of the TRVST dashboard into Russian/Tajik and oversee development and testing of the TRVST mobile application in Tajik language.
• Facilitate the publication of the TRVST mobile application on Play Store and App Store for Tajikistan.
• Document the configuration and localization process, and provide guidance on data standards, interoperability, and user access management.
 
b. Implementation Support
• Develop a detailed project implementation and training plan with milestones, roles, and responsibilities clearly defined.
• Support procurement and distribution of mobile devices/tablets for national and regional warehouses.
• Oversee pilot testing and phased rollout of TRVST at the national warehouse and four regional RCIP warehouses, ensuring technical support is provided during installation and deployment.
• Identify and troubleshoot operational and technical issues during deployment, working with the system developer/vendor, RCIP IT staff, and warehouse managers.
• Capture lessons learned during the pilot and develop a national deployment roadmap for scale-up to subnational facilities once adequate infrastructure is in place.
 
c. Capacity Building
• Develop comprehensive training materials, SOPs, and user manuals, adapted to the needs of warehouse staff, IT teams, and MoHSPP officials.
• Conduct a Training of Trainers (TOT) programme for at least 20 participants (national and regional staff), ensuring interactive sessions, hands-on practice, and knowledge transfer.
• Support the rollout of the TRVST mobile app and dashboard, mentoring national trainers and providing on-the-job coaching to strengthen national ownership and sustainability.
 
d. Monitoring and Reporting
• Design and introduce monitoring tools and dashboards to track implementation progress, identify bottlenecks, and generate evidence for decision-making.
• Document key lessons learned, challenges, and success factors to inform the national rollout and provide recommendations for integration with other public health supply chain systems. Contribute to the development of a comprehensive final report that summarizes all activities undertaken, outcomes achieved, and practical recommendations for future sustainability and scale-up.

To qualify as an advocate for every child you will have… 

  • Education: Advanced university degree (Master’s or equivalent) in Public Health, Health Information Systems, Biomedical Engineering, Supply Chain and Logistics, Cold Chain Management, Information Technology, Computer Science, or Software Engineering or a closely related technical field.
  • Work experience: Minimum of 5 years of relevant professional experience in health logistics, immunization supply chain, digital health information systems, mobile app deployment, digital health system localization (multi-language dashboards, mobile apps).
  • Prior experience in implementing or supporting digital solutions for supply chain visibility (e.g., TRVST, LMIS, or equivalent).
  • Technical expertise: Proven experience in system configuration, customization, and integration with national or subnational health information systems.
  • Expertise in developing TRVST user manuals, SOPs, training packages, and capacity-building programmes.
  • Familiarity with data standards (e.g., GS1), interoperability frameworks, and vaccine/product traceability best practices.
  • Skills: Demonstrated experience working with governments, UN agencies, or development partners in the areas of immunization supply chain, EVM, or logistics strengthening.
  • Strong analytical skills, including the ability to conduct system assessments, identify operational gaps, and propose practical, evidence-based recommendations.
  • Excellent facilitation, coordination, and stakeholder engagement skills, including experience in supporting technical working groups and multi-sectoral consultations.
  • Knowledge of languages: Excellent technical writing skills, with the ability to produce high-quality reports, strategic documents, and policy briefs. Fluency in English (both written and spoken) is required. Working knowledge of Russian or Tajik is an asset.
