Purpose of Activity/Assignment:
 
UNICEF supports the Government of Uzbekistan in advancing child rights and improving outcomes across Health, Nutrition, Education, Child Protection, and Social Policy. In alignment with Vision 2030 and the Nutrition strategy, UNICEF is scaling up evidence-based maternal, newborn, and child health (MNCH) and nutrition interventions to reduce preventable mortality and improve service quality and equity.
 
To support this effort, UNICEF seeks a national consultant to provide technical assistance for the implementation, monitoring, and capacity strengthening of MNCH and Nutrition programmes, including the integration of neonatal respiratory support technologies and caregiver counselling tools.
 
The National Consultant will contribute to the effective roll-out of priority MNCH and Nutrition interventions, with a focus on:
  • Ensuring alignment with UNICEF programming principles, including equity, gender and disability inclusion, risk-informed programming, and safeguarding.
  • Facilitating training, mentorship, and development of clinical SOPs and job aids.
  • Supporting the safe and effective use of LDS Charities-supported neonatal equipment, particularly bubble CPAP (bCPAP).
  • Promoting Bebbo (UNICEF’s parenting application) to enhance caregiver engagement.
  • Providing technical inputs for donor proposals and reporting.

Scope of Work:
Under the supervision of the Health & Nutrition Specialist, the consultant will provide technical expertise to strengthen the implementation of UNICEF-supported health programmes in alignment with national priorities:

1. Programme Development and Strategic Planning

  • Develop detailed implementation plans and logical frameworks aligned with national health strategies and UNICEF’s Country Programme Document (CPD).
  • Prepare technical briefing notes, concept papers, and inputs for programme appraisal and endorsement processes.

2. Programme Implementation and Performance Monitoring

  • Lead or participate in joint monitoring missions, prepare field visit reports with actionable recommendations, and follow up on implementation of agreed actions.
  • Contribute to donor reports by compiling technical inputs, data analysis, and success stories, ensuring alignment with UNICEF reporting standards and donor requirements.

3. Technical Assistance and Operational Support

  • Provide on-site technical support to health facilities and district health teams on neonatal care protocols and nutrition interventions.
  • Facilitate the adaptation and rollout of clinical guidelines, job aids, and SOPs in collaboration with Ministry of Health (MoH) counterparts.
4. Partnership Management and Sector Coordination
  • Draft advocacy briefs and communication materials to support resource mobilization and stakeholder engagement.
  • Maintain regular liaison with MoH focal points and national partners to ensure harmonized implementation and reporting.
5. Capacity Building and Knowledge Management
  • Facilitate targeted training modules, bedside coaching, and mentorship sessions for frontline health workers and district supervisors.
  • Document lessons learned, best practices, and case studies to inform programme scale-up and policy dialogue.
  • Develop knowledge products including technical briefs, toolkits, and e-learning materials to support continuous professional development.

Final rate shall follow the “best value for money” principle, i.e., achieving the desired outcome at the lowest possible fee. 

Please submit a professional fee (in USD) based on 252 working days to undertake this assignment, without travel fees as this will be reimbursed as and when they take place.

Payment of professional fees will be based on submission of agreed deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

To qualify as an advocate for every child you will have… 

Minimum requirements:

  • Education: Master’s degree in public health/medicine/nutrition/paediatric health
  • Work Experience:
    • Minimum 5 years of experience in MNCH/Nutrition programme planning, implementation, and monitoring.
    • Experience in supportive supervision, quality improvement, and multi-stakeholder coordination.
    • Familiarity with UNICEF programming principles (equity, gender, disability inclusion, AAP, PSEA).
    • Knowledge of neonatal respiratory support (bCPAP) and nutrition programs.
    • Strong skills in field monitoring, data verification, and results-based reporting.
    • Ability to design and deliver trainings, bedside coaching, and develop job aids.
  • Language Requirements: Fluency in Uzbek, English, and Russian (oral and written).
