How can you make a difference?

UNICEF East Asia and Pacific Regional Office is seeking an individual consultant to provide support and technical guidance for UNICEF East Asia and Pacific Child Protection Section and Partnership Section 1) for engagement with ASEAN to facilitate and coordinate finalization, adoption and launch of these reviews and new frameworks; and 2) for the mid term review of the Road Map for the implementation of the Ha Noi Declaration on Strengthening Social Work Towards a Cohesive and Responsive ASEAN Community.
 

Work assignment (remote/ home-based modality, not office-based), Expected deliverables and Delivery schedule:

Assignment 1: Coordinate and facilitate the finalization, submission and launch of key ASEAN frameworks on EVAC – 12 days

Activities

  • Support EAPRO and ASEAN on the completion and submission of the new ten year Regional Plan of Action on the Elimination of Violence Against Children with the lead regional consultant, including attendance at technical working group and drafting committee meetings – 3 days
  • Support EAPRO and ASEAN on the completion and submission of the common chapter on VAC-VAW with the lead regional consultant and collaborating UN agencies, including attendance at the regional consultation, technical working group and drafting committee meetings – 2.5 days
  • Support EAPRO, COs and ASEAN on the coordination and finalisation of the end term review (regional and national) of the Regional Plan of Action on the Elimination of Violence Against Children with the lead regional consultant – 4 days
  • Support EAPRO and ASEAN on the launch of the Regional Plan of Action on the Elimination of Violence Against Children and the common chapter on VAC-VAW – 2 days
  • Advise on the adoption and launch of the extended Regional Plan of Action on the Protection of Children from All Forms of Online Exploitation and Abuse of Children in ASEAN 2026-2030 and the end of term progress report 2021-2025 – 0.5 day

Deliverables

  • Effective coordination and monitoring for the submission of the final version of the Regional Plan of Action on the Elimination of Violence Against Children to the ASEAN Secretariat incorporating feedback from ASEAN Member States
  • Effective coordination and monitoring for the submission of the final version of the common chapter on VAC-VAW to the ASEAN Secretariat incorporating feedback from ASEAN Member States
  • Effective coordination and facilitation of the finalisaton of one regional report and 8-10 ASEAN Member State reviews for the end of term review on the Regional Plan of Action on the Elimination of Violence Against Children
  • Successful adoption and launch of Regional Plan of Action on the Elimination of Violence Against Children, VAC-VAW common chapter and end of term review
  • Successful adoption of the Regional Plan of Action on the Protection of Children from All Forms of Online Exploitation and Abuse of Children in ASEAN 2026-2030 (RPA OCEA)
  • Advice provided on the launch of the RPA OCEA 2026-2030 and end of term progress report 2021-2025

Assignment 2: Support for the mid-term review of the Road Map on the Ha Noi Declaration Strengthening Social Work Towards a Cohesive and Responsive ASEAN Community - 14 days 

Activities

  • Coordinate with ASEAN Senior Officials Meeting on Social Welfare and Development, the ASEAN Secretariat and UNICEF Country Offices on the mid-term review of the Road Map on the Ha Noi Declaration Strengthening Social Work Towards a Cohesive and Responsive ASEAN Community, including attendance at technical working group meetings – 3 days
  • Synthesise country self-assessments into a regional ASEAN mid term progress report on the implementation of the Road Map. Include progress by ASEAN to implement regional actions as set out in the Road Map – 9 days
  • Support the convening of a webinar to disseminate main findings of the mid-term implementation review of the Road Map – 2 days

Deliverables

  • ‘Snap shot’ mid term progress report on the implementation of the Road Map on the Ha Noi Declaration Strengthening Social Work Towards a Cohesive and Responsive ASEAN Community (10-15 pages)
  • Support a 1.5 hour webinar to disseminate the main findings of the mid-term implementation review of the Road Map

To qualify as an advocate for every child you will have…

• Advanced degree (Masters/ PhD) in social work, human rights, international development, law or relevant discipline

• Demonstrated expertise in the field violence against children prevention and response and social service workforce strengthening

• Demonstrated knowledge of ASEAN and experience of engaging with ASEAN Secretariat and Sectoral Bodies

• Experience working in Sout East Asia

• Excellent written and oral communication skills, with the ability to present complex topics and a clear and engaging manner

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants. Consultants are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
