UNICEF works in some of the world’s toughest places, to reach the world’s most disadvantaged children. To save their lives. To defend their rights. To help them fulfill their potential.

Across 190 countries and territories, we work for every child, everywhere, every day, to build a better world for everyone.

And we never give up.

For every child, right

In alignment with the Future Focus Initiative (FFI), UNICEF Nepal conducted a Programme Budget Review (PBR) in May 2025, coinciding with the third year of its 2023-2027 country programme, taking into consideration the evolving contextual and financial realities. The review aimed to assess progress toward intended results and impact, improve programmatic and operational efficiencies, and align strategies and interventions considering the global financial crisis, the Business Model Initiative, and Nepal’s scheduled graduation from the Least Developed Countries (LDC) category in 2026.
A few recommendations emerged from the PBR, including to undertake another PBR in 2026, recognizing uncertainties from the FFI discussions and country office typology exercise, and avoiding affordability challenges in 2027. Notably, the upcoming PBR may involve substantial adjustment to align the country office structure with the six areas of programmatic shifts, namely (1) phasing out of service delivery except in emergencies; (2) pivoting to systems strengthening and upstream engagement; (3) enhanced subnational engagement; (4) programming at scale through partnerships; (5) greater multisectoral integration; and (6) strengthened thought leadership and evidence generation.
To support an evidence-based, transparent, open and participatory PBR process, the country office is recommended to undertake a few critical analyses on the political economic situation, programme priorities, budget availability, internal skillsets and capacity gaps, as well as the field presence and whether the country office will be able to maintain the current footprint. In addition, the country office has been recommended to undertake structured discussions around upskilling and different job profiles that may be required to implement the next Country Programme.
