Background

UNICEF, together with the ILO, UNESCWA and UNDP, is supporting the Algerian government in a UN collaborative effort aimed at providing technical assistance for the progressive strengthening of a national social protection system. This support is embedded within the Human Development Result area of the United Nations Sustainable Development Cooperation Framework (UNSDCF 2023–2027), aligning with national priorities to enhance the governance, inclusiveness, and efficiency of Algeria’s social protection system. The overarching objective is to progressively ensure universal social rights, particularly for children, youth, women, older persons, informal workers, and other vulnerable groups with the following objectives:

  • To preserve and strengthen the social security and pension systems.
  • To improve the effectiveness, efficiency, and equity of the social transfer system (or non-contributory social protection).

The initiative supports the government's strategy to adopt a rights-based approach to the delivery of social protection services, including through integrated programme management tools, improved institutional coordination, and tailored responses to the needs of persons with disabilities, older persons and vulnerable populations. This work is in line with the rights-based conceptual framework laid out in the ILO’s Social Protection Floors Recommendation, 2012 (No. 202), which calls for the establishment of minimum social protection guarantees throughout the life cycle, including in children’s and old age.

The project serves to achieve four outcomes:

Outcome 1: Integrated multi-sectoral policies for social protection are strengthened and implemented at greater scope and scale, through enhanced commitment and engagement at the highest policy level to advance the development and sustainability of comprehensive social protection systems, ensuring alignment with national priorities and SDG targets.

Outcome 2: Additional and sustainable financing leveraged to accelerate SDG achievement in social protection, including the development of integrated financing strategies and long-term resource mobilization plans to ensure the viability of social protection floors.

Outcome 3: Integrated policy solutions for social protection are designed and implemented, with enhanced capacities of practitioners to improve the administration, coherence, and coordination of programmes across institutions and sectors, and to integrate key system blocks (legal framework, governance, administration, selection and identification, MIS, M&E, and financing).

Outcome 4: Integrated financing and implementation strategies for social protection systems are explored and developed, supported by strengthened leadership skills and change management tools among practitioners and decision makers, and by the development of a joint roadmap for Transform beyond 2025 through a two-week mission involving the UN team and the Ministry of Finance.

The project aims to support the mandate of the Algerian government in the field of social protection, including by strengthening the institutional and operational capacities of national social protection actors. In this regard, the TRANSFORM training is part of the project's institutional capacity-building efforts, focusing on the transfer of knowledge and skills.

TRANSFORM is a regional capacity-building initiative focused on the administration of national social protection floors, particularly in the Arab and African regions. It places a strong emphasis on non-contributory social protection. The training package has recently been made available in Arabic, and a small cohort of regional social protection experts has been trained to deliver the course. This session in Algeria marks the first national application of the Arabic-language TRANSFORM training within the country. It will be facilitated by a team of certified TRANSFORM Master Trainers fluent in Arabic, with interpretation services available if needed, and will target officials from key ministries and national institutions involved in the design, implementation, and coordination of social protection programmes in Algeria.

Purpose

UNICEF and the ILO are leading the implementation of TRANSFORM in Algeria, with the support of the TRANSFORM Coordination Hub for the Arab Region, and in close collaboration with national institutions, UN agencies, and partner organizations. This initiative marks the beginning of a longer-term process aimed at strengthening national capacities and building a shared vision for advancing inclusive and sustainable social protection reforms.

As a first step, a 5-day standard TRANSFORM Training workshop will be held in Arabic from 23 to 27 November 2025 in Algiers. This technical session will target national and local actors directly involved in the implementation of social protection programmes and will be facilitated by a team of three master trainers from the Arabic-speaking cohort. The training will be followed by a high-level policy session on 30 November – 1 December 2025, bringing together senior decision-makers, representatives of the Ministry of Finance and other key ministries involved in social protection (such as Labour, Solidarity, Health, and Interior), as well as the UN system. The session will aim to foster political engagement and elaborate a joint roadmap for the institutionalization and scale-up of the TRANSFORM approach in Algeria beyond 2025, ensuring its integration into national strategies and systems at both central and decentralized levels.

Accordingly, UNICEF and the ILO plan to issue a consultancy contract to support the delivery of the TRANSFORM initiative in Algeria, including a 5-day standard Training workshop and possibly support a 2-day high-level policy session. The overall objective is to strengthen the capacities of national practitioners in the administration, coherence, and coordination of social protection programmes, while also contributing to the development of a roadmap for institutionalizing and scaling up the TRANSFORM approach in Algeria beyond 2025. This training and policy dialogue are part of a broader effort to support the Algerian government in enhancing the governance, performance, and long-term sustainability of the national social protection system. The initiative also aims to promote knowledge transfer, foster leadership, and enable institutional learning among key stakeholders. Below are some key outcomes to gain from this training and consultancy:

  • Enhanced awareness of the importance of building comprehensive social protection floors by integrating key system components: legal framework, administration, governance, coordination, selection and identification, monitoring & evaluation, management information systems, and financing.
  • Strengthened leadership and change management skills among social protection practitioners to drive reforms and system transformation.
  • Improved collaboration, dialogue, and mutual understanding among actors involved in the planning, implementation, and oversight of social protection policies.
  • Production of a joint roadmap for the institutionalization, scale-up, and long-term integration of the TRANSFORM approach into Algeria’s national and local social protection systems.

Outputs

The deliverable outputs of the assignment under the scope of these terms of reference are as follows:

  1. Delivery of the 5-day TRANSFORM Training workshop in Algiers, in collaboration with two other certified TRANSFORM Master Trainers. This session will target technical-level participants from various institutions involved in the implementation of social protection programmes. While the training is the core component, moments of engagement and alignment with higher-level stakeholders may also be integrated to ensure continuity with the upcoming policy dialogue.
  2. Possible contribution to the facilitation of the 2-day high-level policy session, in coordination with the organizing team. The session will involve senior decision-makers and aim to build political support and alignment around the TRANSFORM approach, while co-developing a national roadmap for institutionalization and scale-up.
  3. Submission of a comprehensive final report, using the official TRANSFORM reporting template. The report must outline key results, achievements, challenges, and lessons learned from both sessions, and include clear recommendations for follow-up. The final version must be submitted within one week following the completion of the mission.

Criteria of Eligibility

  1. TRANSFORM Master Trainer with experience conducting TRANSFORM applications.
  2. A master’s degree in social policy or related field.
  3. At least 5 years of professional experience in the field of social protection.
  4. Knowledge and/or previous experience in the MENA region and in Algeria specifically would be desirable.
  5. Knowledge and/or previous experience in supporting strategic and participatory development of roadmaps of institutionalization processes or national rollout would be an asset.
  6. Fluency in Arabic (spoken and written) is required; proficiency in French or English is desirable.

Assignment duration and payment schedule

The training session will start on Sunday, 23rd November 2025, and end on Thursday, 27th November 2025. It will be followed by a two-day high-level policy session from Sunday, 30th November to Monday, 1st December 2025, dedicated to developing a national roadmap for the institutionalization and scale-up of the TRANSFORM approach. This assignment is expected to be finalized no later than 10th December 2025.

The total duration of the assignment is estimated at 12 working days, which includes 3.5 days for preparation, 5 days for the delivery of the technical training, 1,5 days for reporting, and 2 days for participation in the high-level policy session.

The External Collaborator will be compensated at US$ 300.00 per day if non-accredited or US$ 350.00 per day if accredited in line with established fee structure by the TRANSFORM initiative.

The technical proposal should include:

i. An introductory note demonstrating understanding of the Terms of Reference, including any comments or observations, if applicable;
ii. The proposed methodology for undertaking and completing the assignment;
iii. A cover letter highlighting the strengths and qualifications of the Master Trainer to successfully deliver this assignment (academic background, professional experience, and previous training assignments, particularly in the field of social protection).


2. Financial Proposal

The financial proposal should specify:

i. The proposed remuneration rate, indicating whether the candidate is accredited or non-accredited, and clearly stating the number of working days considered;
ii. The anticipated international travel costs, based on expected missions;
iii. All other related expenses, including visa fees and local transportation costs.


3. Curriculum Vitae and References

  • Detailed and updated CV(s) of the Master Trainer(s) involved in the TRANSFORM training, as well as the P11 form of the lead Master Trainer;
  • Professional references (contact persons) related to similar training assignments conducted by the applicant.
