How can you make a difference?
Under the direct supervision of the Representative and in close consultation with the Deputy Representative Programme and the Advocacy and Communications Specialist, the Consultant will conduct a mapping of key external stakeholders and donors to identify opportunities for partnerships and resource mobilization for UNICEF Timor-Leste, to guide the Country Office, as it transitions to the new Country Programme 2026-2030.
WORK ASSIGNMENT:
- Inception meeting and implementation proposal
- Conduct a mapping and landscape analysis of key stakeholders and relevant cooperation priorities
- Conduct a consultation with strategic donors to validate donor profiles and map perceptions of UNICEF’s work and role in Timor-Leste
- Identify and systematize opportunities for engagement and resource mobilization and develop an Action Plan for 2026
- Present and validate the Action Plan 2026 and review Final Report and to senior management and Programme Team.
DELIVERABLES:
1. Inception meeting with UNICEF Timor Leste and proposed methodology, timeframe and consultation plan
2. Desk review for stakeholder mapping, analysis and donor profile
3.a. Methodology, questions and selection criteria for donor consultation
b. Report with analysis of donor perceptions and recommendations for UNICEF Country Office.
4. a. Comprehensive list of funding opportunities
b. Monitoring and tracking tool for funding opportunities
c. Action Plan on Partnerships and Resource Mobilization for 2026
5.a. PPT presentation of findings, recommendations and Action Plan developed and delivered to management and programme staff
b. Final Report.
To qualify as an advocate for every child you will have…
- An advanced university degree in one of the following fields is required: Social Sciences, International Relations, Government, Public Administration, Public Policy, Social Policy, Social Development, Community Development, Communications or another relevant field.
- 8 years of relevant professional work experience in partnerships, external relations, resource mobilization, communication.
- Experience working in a Small Island Development State is an advantage.
Knowledge/Skills required:
- Experience working with multilateral or bilateral donors and the private sector and drafting, editing, and proof-reading concept notes, strategies and projects documents.
- Experience in Partnerships and Donor Relations management;
- Excellent knowledge of UNICEF programmes and demonstrated experience working in collaboration with programmes.
- External communications experience would be an asset.
- Excellent communication and teamwork skills.
- Fluency in English.
- Advanced ability to conceptualize, plan and implement ideas clearly and concisely orally as well as in writing.
- Self-starter, flexible and can work independently

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
