How can you make a difference?
Background:
The Ministry of Local Government (MINALOC) plays a central role in strengthening community engagement, social mobilization, and volunteerism in Rwanda’s governance and development agenda.
In 2023, MINALOC developed the Community Mobilization Strategy (CMS) 2023–2027 to strengthen citizen participation, promote positive social and behavioral change, and ensure effective involvement in national development. At the mid-point of implementation, MINALOC seeks to conduct a Mid-Term Review (MTR) to assess progress, challenges, and opportunities for enhancing the CMS in the remaining years.
Additionally, Rwanda adopted its first National Volunteerism Policy in 2012. While it has guided volunteer initiatives over the past decade, emerging priorities (Vision 2050, NST2, SDGs, technological advancements, and evolving socio-economic realities) necessitate an update of the policy to strengthen institutional frameworks, coordination, and sustainability of volunteerism nationwide.
Purpose of Activity/Assignment:
To ensure efficiency and coherence, MINALOC seeks to hire one consultant (or consultancy team) to conduct both tasks:
- Mid-Term Review of the CMS 2023–2027,
- Review and Update of the National Volunteerism Policy.
The overall purpose of this assignment is to generate evidence, actionable recommendations, and updated frameworks that will:
A. Strengthen the implementation of the Community Mobilization Strategy for the remaining period (2025–2027)
B. Align the Volunteerism Policy with Vision 2050, NST2, and global best practices, thereby enhancing volunteerism as a driver of sustainable development.
Key Tasks:
The consultant/team will:
For the CMS Mid-Term Review
- Review CMS documents, workplan, budget, and M&E framework.
- Analyze effectiveness of mobilization platforms (e.g., Umuganda, Inteko z’Abaturage, media campaigns).
- Assess inclusiveness of mobilization (youth, women, PwDs, vulnerable groups).
- Evaluate use of resources, partnerships, and sustainability measures.
- Conduct national and district-level consultations (KIIs, FGDs, validation workshops).
For the Volunteerism Policy Update
- Review the 2012 policy, related frameworks, and international benchmarks.
- Conduct stakeholder mapping and consultations (government, civil society, private sector, volunteers).
- Collect data from selected districts to inform recommendations.
- Draft an updated policy and implementation framework.
- Facilitate validation workshops and finalize the updated policy.

Duration and Location
The consultancy will be for 5 months (85 working days) from December 2025 to April 2026.
Selection Criteria
Applications shall be assessed based on their technical and financial proposals. Maximum scores for technical and financial applications will be 75% and 25%, respectively.
Successful candidates in technical evaluation will have their most competitive, all-inclusive financial proposals evaluated too.

Minimum requirements:

Master's degree or Higher in Public Policy, Education, Development Studies, Governance, or Social Sciences.
- A minimum of eight years of experience in program evaluation, policy review, and social mobilization.

Expertise in volunteerism frameworks, governance, Education and civic engagement.

Strong background in participatory research, M&E, and policy drafting.

Demonstrated experience in Rwanda’s decentralization and community engagement systems.
- Excellent analytical, facilitation, and report-writing skills in English and Kinyarwanda. Fluent in English and Kinyarwanda

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
