BACKGROUND

Purpose of Activity/ Assignment:

Generation Unlimited’s Passport to Earning (P2E) is a global programme that provides young people aged 15-24 with free, quality and certifiable skills that better position them to access advanced skilling and earning opportunities. By 2030, P2E aims to skill 20 million young people in 15 countries and support at least 1 million to access advanced training, jobs, self-employment and entrepreneurship. This includes a midterm ambition of skilling 8 million young people, including 4 million in digital/AI, and supporting 400,000 youth in earning opportunities by 2027. An action plan determines how P2E will realise its midterm and long-term ambitions.

Under the direct supervision of GenU’s Senior Advisor, Global Programmes, under the overall guidance of the Deputy Director, Programmes, the Global P2E Consultant will play a key role in delivering the priorities of the programme. This includes supporting the implementation of the Global Strategy action plan; working with global and country teams to conceptualize and implement learning-to-earning models; conducting monitoring, evaluation, research and learning activities; coordinating the deployment and management of P2E platforms; and facilitating the development of strategies for GenU global programmes.

Scope of Work:

  1. Global Strategy
  • Support the implementation of the P2E global strategy action plan, in coordination with the GenU Content Specialist, GenU ICT Specialist and P2E country teams.
  • Monitor and provide periodic updates on progress and results related to the P2E global strategy to GenU and other key stakeholders, including providing recommendations and executing measure to ensure results are met within the intended timeframe.
  • Develop a criteria for country selection and support the testing of P2E in new countries.
  • Support other GenU solutions in the development of global strategy documents and identification of mid-term and long-term ambitions.
  • Work with the GenU Partnership and Programme team to crowd in additional partners to support P2E delivery.
  1. Learning-to-earning models
  • In collaboration with P2E country teams, plan and document the development of different country-level learning-to-earning models enabled by P2E, including an understanding of costing, sustainability pathways, and impact on young people, particularly young women.  

Provide specific support, proactive engagement and troubleshooting to country teams developing and/or implementing P2E. While the kind of support will depend on country context, the range of support includes platform deployment, trainings and walkthroughs for 

  • implementing partners and teams, local strategy development, conceptualisation of sustainability strategies, resource mobilisation, coordination with partners, M&E, youth engagement, among others.
  • Explore and pilot alternative delivery models as well as innovative and integrated programmatic approaches with other GenU global programmes and aggregator platforms, with a particular focus on reaching the marginalised groups (e.g. young women, youth with disabilities).
  1. Platform management
  • Working with the GenU Content Specialist, ICT Specialist and country teams, coordinate the provision of tech support to P2E countries, including troubleshooting and customisations on P2E platforms.
  • Monitor the use of relevant licenses and subscriptions.
  • With support from the ICT Specialist, determine a transition strategy for P2E platforms post-open source migration that will guide resourcing and tech deployment from 2026 onwards.
  1. MERL and Communications
  • Support the conduct of outcome assessment and evaluation-related activities, including coordination with P2E country teams and GenU as needed.
  • Test and rollout P2E dashboards to support the monitoring of programme results.
  • Conduct knowledge-generation and -sharing activities with P2E countries, focusing on gathering and understanding lessons learnt, insights and implications on programme approaches.
  • Work with GenU and country teams to develop and implement a communication plan for P2E.
  1. Governance and Reporting
  • Organise meetings with P2E stakeholders, including the monthly Global Steering Committee meetings and advisory meetings with country teams.
  • Prepare updates to the GenU CEO and partners on implementation progress
  • Gather, consolidate and quality assure the reporting and communication of programme results, including inputs to donor reports, communication materials for events, among others.
  1. Global Solutions Strategy
  • Support the Senior Advisor, Global Solutions, to develop an overarching GenU Global Solutions Strategy.
  • Gather insights from other GenU Solution Leads to inform the development of this strategy

Qualifications

Education: 

University degree in  Arts, Social Sciences, Humanities, International Development, or related fields

Knowledge/Expertise/Skills required *:

  • At least 7 years of work experience in young people’s learning, skilling, education and/or employment or relevant areas
  • At least 7 years of work experience in education technology, project management, programme strategy development, knowledge management and/or relevant areas
  • Experience in working with organisations focused on engaging and empowering adolescents and youth, especially the most marginalised
  • Experience rolling out global EdTech programmes that provide skilling opportunities for young people and provide pathways to livelihoods 
  • Strong understanding of gender-responsive and inclusive learning-to-earning programme approaches an asset
  • Strong understanding of Learning Management Systems such as the Microsoft Community Training an asset

Skills:

  • Planning and results-based management
  • Written and verbal English proficiency
  • Research skills
  • Digital skills, including using LMS functionalities

Requirements:

- Financial proposal that will include/ reflect :

    • the costs per each deliverable and the total lump-sum for the whole assignment (in US$) to undertake the terms of reference.
    • travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
    • Any other estimated costs: visa, health insurance, and living costs as applicable.

- Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.

- At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.

- Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants. Consultants are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
