Bangladesh faces an increasingly intensity, need and nature of humanitarian crises are changing in Bangladesh. Climate-induced risks have become more frequent and intense affecting the unprotected poor and an expanding population of displaced persons. Floods are the most common single hazard and phenomenon in Bangladesh. Every year, nearly 18% of the country gets flooded on average. Flash flooding inundates the Haor Basin for an average of six months every year. With about 700 km of coastline (20% of land mass in coastal areas), a large part of Bangladesh is highly vulnerable to cyclonic storms.
Evidence elsewhere suggests strong benefit in providing multipurpose cash support to affected population during and post disaster to meet basic survival needs and facilitate recovering from shocks. Despite regular shocks, market monitoring data show that markets in Bangladesh remain resilient and functioning, making cash both a feasible and ideal modality for response. Lessons continue to be drawn from the cash plus package implementation.
In addition, UNICEF is expanding the use of its HOPE system to manage volunteer payments in Cox’s Bazar across WASH, Nutrition, and Education programmes. The consultant will play a key role in designing the business processes, systems, and reporting mechanisms to ensure transparent and timely payments, enabling volunteers to continue their essential frontline work during emergencies.
Simultaneously, UNICEF continues its strategic collaboration with the Government of Bangladesh to advance the National Social Security Strategy (NSS), focusing on two key areas: operationalizing the Mother and Child Benefit Programme (MCBP) under MOWCA, and strengthening a shock-responsive, child-sensitive social protection system. The MCBP aims to integrate cash assistance with essential services for children aged 0–4, through coordinated efforts with ministries such as Health and Local Government.
In this context, To strengthen its emergency preparedness and response, especially for the upcoming flood and cyclone season, UNICEF Bangladesh seeks a qualified consultant to support the implementation of humanitarian cash transfer programmes. The consultant will help ensure rapid, efficient delivery of cash assistance to affected populations, while also promoting resilience and recovery. In addition, consultant to assist the implementation of the UNICEF-MOWCA cooperation framework, ensuring efficient coordination, system design, and technical assistance to reinforce inclusive and resilient social protection in Bangladesh.

Objective of the Consultancy
The purpose of this consultancy is to:

- Strengthen the HOPE system by ensuring accurate beneficiary data management, establishment of an effective grievance redress mechanism, and development of comprehensive beneficiary.
- Design and operationalize a business process within HOPE for volunteer payments in Cox’s Bazar across WASH, Nutrition, and Education sections, including system development, process mapping, financial controls, and staff/partner capacity building.
- Play a critical role in providing support to the Department of Women Affairs (DWA) in scaling up MCBP Cash Plus interventions and MCBP Cash-Plus pilot initiatives in Satkhira and Bhola and other locations including tea gardens. Support to ensure continuity of implementation, facilitates effective coordination with government counterparts, and strengthens field-level monitoring. In addition to these, S/he needs to provide support to the Child Sensitive Social Protection Policy Guidance Unit for strengthening social protection system.
To attain these objective the consultant will collaborate closely with Social Policy team, other relevant sections of UNICEF, HCT partners, FSPs, cash working group, MoWCA, DWA, Cabinet division and other government ministries, etc.. Furthermore, the role involves enhancing partnerships with Civil Society Organizations (CSOs) to bolster support and resources for humanitarian initiatives.
Scope of the Work:
The selected consultant is expected to work under the supervision of the UNICEF Social Policy Manager; and s/he will primarily be responsible for the following tasks:
- HOPE beneficiary database: review of the HOPE database, identify data gaps and update beneficiary profile
- New beneficiary identification and registration: Provide technical assistance and follow up support to the partner NGOs in identifying new beneficiaries in selected locations, and ensure registration by partner through UNICEF KOBO tool with quality assurance, and transfer the data to HOPE with accuracy.
- Grievance and Feedback: Review the current complaint and feedback mechanism, identify gaps and develop a SoP aligning with HOPE grievance modules for future interventions. Provide refresher and on-job-coaching to the partners on the grievance SoP.
- Reporting: Prepare programme reports required for management, programatice visit reports, budget reviews, PDM report and annual reports/ lessons learnt report.
- Volunteer payment (Cox’s Bazar) through HOPE: develop a business process to roll out volunteer payment in Cox’s Bazar through HOPE for WASH, Nutrition, Education section, etc. the task also include need assessment, develop separate projects and module in HOPE for each sections, develop the volunteer database in the HOPE system, develop the business process, payment plan, reconciliation plan, payment verification plan, a reporting template and orient the section’s staff on HOPE payment process.
- Expansion of MCBP in Tea gardens: Develop the design document for MCBP interventions in tea gardens and roll out implementation: Technical support to the Department of Women Affairs (DWA) and tea garden association in scaling up MCBP Cash Plus interventions, in tea garden areas. Her/ his role will include identifying entry points for targeting improvement and service integration in tea gardens, developing an operational design and supporting DWA and Tea Association in entering into a partnership.
- Roll out of parenting Education package: with support from SBCC section implement the parenting education package in Satkhira and Bhola. Organize 6 training courses for the front-line health and family planning workers and front-line workers.
- Support MCBP Operations: provide technical support to DWA project implementation unit and pilot locations to ensure continuity of implementation, effective coordination with government counterparts, and strengthened field- level monitoring.

Minimum requirements:
- Education: An advanced university degree in the fields of Social Sciences/ Public Policy/Public Administration/Disaster management/development studies or other related fields.
- Work Experience: Minimum of 5 years of progressively responsible experience in humanitarian cash transfer programming, MIS management.
- Skills :
- Sound knowledge of humanitarian principles, standards, and best practices related to cash-based interventions, including cash transfers, vouchers, and market-based approaches.
- Experience working in emergency settings and familiarity with the humanitarian architecture, and capacity building, including coordination mechanisms.
- Strong analytical, strategic thinking, and problem-solving skills, with the ability to make timely and informed decisions in complex and rapidly changing environments.
- Excellent communication, negotiation, and interpersonal skills.
- Experience in a UN setting would be an added advantage

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract.
