BACKGROUND

Purpose of Activity/Assignment:

Climate change, disasters and environmental degradation threaten child rights and essential services, especially in fragile and humanitarian contexts. The Center of Excellence (CoE) on Climate Resilience for Children seeks a consultant to provide critical technical support in the following areas

  1. Support the roll out of the organization-wide capacity development initiative for climate, environment, energy, and DRR (including monitoring activities and workflow support)
  1. Support the stocktaking of baseline technical assistance delivery for newly established Center of Excellence om Climate Resilience
  2. Transitional support to the Global Technical Director (meeting coordination, etc)

Scope of Work:

Under the supervision and guidance of the Programme Specialist (Results & Learning), the Results and Resources consultant will play a critical role supporting the kick-starting of the new Climate Resilience Center of Excellence (CoE) for Children technical assistance functions, ensuring effective and timely delivery of priorities during the transition period. The role provides support to the capacity development initiative for climate, support with stocktaking and an analysis of baseline of technical assistance delivery and will provide support to the Director during the transition period to ensure the COE delivers on the technical assistance offer on time and on scope.  The capacity development initiative includes the roll out of a structured series of virtual climate-learning trainings and a self-paced Agora course for UNICEF technical staff, providing foundational knowledge across key thematic areas in 2026. 2.  Support the stocktaking of baseline technical assistance delivery for newly established Center of Excellence for Climate Resilience

  • Produce a stocktaking report on effective climate-resilience interventions carried out to date  against UNICEF’s investments (approx. 15 pages)

3.  Support the establishment of ways of working in the new CoE through working sessions

  • 3 working sessions / workshops in Q1 for establishing the CoE support lines
    • Coordinate planning consultations on event dates, agendas, invitations, and the circulation of relevant documentation to counterparts
    • Presentations, briefing notes, and materials required by the Director prepared ahead of missions and meetings.
    • Backstop COE working sessions (store presentations, note taking, action points shared

Qualifications

Education:   

  • Advanced university degree (Master’s or equivalent) in education, environmental sciences, climate science, development studies, international development, public administration,  or a related field relevant to climate resilience and sustainability.

Knowledge/Expertise/Skills required *:

  • A minimum of 5 years of progressively responsible professional experience in international development or humanitarian contexts is required.
  • Strong organizational, planning and prioritizing skills and abilities.
  • Familiarity with digital technologies and data visualization tools (e.g. Power BI, Tableau, Excel dashboards) to support performance monitoring, knowledge sharing, and decision-making is highly desirable.
  • Excellent skills in synthesizing information and producing high-quality, analytical, and results-focused reports for internal and external audiences are required.
  • Strong track record in managing complex workflows across technical and operational teams, including procurement, contracting, and partnerships management.
  • Experience working on climate, environment, energy, or disaster risk reduction programming in a global or regional capacity is considered a strong asset.
  • Fluency in English is required. Knowledge of another official UN language is an asset

Requirements:

- Financial proposal that will include/ reflect :

    • the costs per each deliverable and the total lump-sum for the whole assignment (in US$) to undertake the terms of reference.
    • travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
    • Any other estimated costs: visa, health insurance, and living costs as applicable.
    • Indicate your availability

- Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.

- At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.

- Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

Individuals engaged under a consultancy will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants. Consultants are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
