How can you make a difference? 

Purpose of the consultancy:

Provide coordination, capacity building and applied analysis to improve the coherence and effectiveness of social protection programming in Myanmar, including an updated inter-agency strategy, a Myanmar-adapted training package, and targeted evidence to inform delivery and monitoring.

Scope of Work : 

The consultant will support UNICEF in strengthening sector coordination and partner alignment across social protection. Key tasks include updating the inter-agency social protection strategy and workplan; preparing and facilitating regular SPSWG meetings (agendas, papers, minutes, action tracker); servicing a sub-group on maternal and child cash transfers with local partners; and liaising with humanitarian clusters for two-way information exchange and coherence. They will also support the development and use of collective monitoring and reporting tools to track sector progress and results, maintain a stakeholder directory and shared repository, and issue concise, regular sector updates.

The consultant will support capacity building and training of organization's and actors involved in the delivery of social protection. They will develop and refine a Myanmar-adapted social protection training package (building on the 2025 offer), with facilitator guidance, slide decks, exercises and job aids covering child-sensitive design, shock- and nutrition-sensitive approaches, delivery in constrained settings, accountability, basic monitoring and evaluation (M&E), and safeguarding. The work includes testing and iterating the package; preparing the training sessions (concept, agenda, delivery plan, trainer roster and materials); and producing concise practice notes.

The consultant will conduct targeted background research and applied analysis to inform social protection strategies and adaptive programming. Priorities include reviewing the state of the national MCCT and its delivery systems and producing a concise synthesis of strengths, gaps and options; undertaking a background study of social assistance delivery arrangements in areas with evolving local administrative structures, identifying delivery pathways and feasible entry points; strengthening monitoring through streamlined post-distribution monitoring tools and guidance; and producing short policy briefs, case studies and talking points for external engagement and resource mobilisation. Findings will be translated into clear recommendations for programme leads and reflected in updates to strategies, workplans and training content.

To qualify as an advocate for every child you will have… 

Education 

Masters degree in Public Policy, Social Sciences, Social Work, Political Science, or another relevant field

Experience

A minimum of 10 years of progressively responsible leadership of social protection programmes in Myanmar

Demonstrated leadership of inter-agency coordination platforms, aligning UN agencies, donors and NGOs through joint planning and harmonised approaches

Proven expertise designing, managing and scaling cash transfer/cash-plus interventions, integrating shock- and nutrition-sensitive features and strengthening delivery systems

Strong monitoring and evaluation profile, including post-distribution monitoring design and development of collective reporting tools

Excellent stakeholder management and communication skills, with experience engaging multilateral and community-based actors; fluent English

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
