The Programme Assistant (GS-4) is positioned in the Programme Section and reports directly to the Programme Officer. This position is based in Iquitos-Perú. The position provides programme and administrative support functions that contribute to programme planning, implementation and operations, ensuring effective administrative coordination between programme staff and operations units.
Depending on programme priorities, the incumbent may support specific programme areas (e.g., Health, Education, Child Protection) or contribute to cross-cutting activities under guidance. The role focuses on supporting programme processes through established procedures, systems and tools. 

How can you make a difference? 

Under the general supervision and guidance of the supervisor, the Programme Assistant provides a range of administrative, operational and procedural support to the programme section.
The incumbent supports the implementation and monitoring of programme activities by ensuring the timely processing of documentation, transactions and routine operational tasks in accordance with UNICEF rules, regulations and procedures.
The Programme Assistant may support one or more programme areas or cross-functional initiatives, working in coordination with programme colleagues and operations staff to facilitate the smooth delivery of programme outputs.

By supporting the compilation and coordination of routine work products, the incumbent contributes to the timely delivery of project and programme components in line with established procedures and operational frameworks.
This support helps facilitate administrative processes, reduce avoidable delays, and maintain an organized operational environment that enables programme activities to be implemented effectively.
Through careful attention to detail and adherence to UNICEF rules and processes, the incumbent’s contributions support overall office efficiency and assist programme teams in the effective implementation of project and programme activities, contributing to the achievement of section objectives.

1. Programme & Project Support
•Assist in the preparation, implementation and routine monitoring of Annual Work Plans (AWPs), following established guidance and templates to ensure alignment of planned results and coding.
•Perform routine transactions in SAP/VISION, ensure accurate data entry, track expenditures, and flag discrepancies or required amendments to the supervisor.
•Compile and organize inputs for programme reports, dashboards and performance indicators using established digital tools and formats.
•Support coordination with programme and operations colleagues by following up on transactional or procedural matters as instructed.
  
2. Administrative & Financial Support
•Support the processing of contracts (consultants, vendors, partnerships) by uploading TORs, initiating Service Gateway transactions, and assisting with logistical arrangements under supervision.
•Provide administrative support to office scheduling, including maintaining calendars, organizing team meetings, drafting meeting minutes, and filing correspondence and records.
•Maintain updated tracking logs for staff leave, absences and team activities, ensuring information is complete and timely.
•Compile and organize documentation for financial monitoring purposes, including budget tracking files and control tools.
•Collect invoices and supporting documentation and assist with submission of payment requests through VISION and Service Gateway.
•Assist in periodic physical verification of office assets, support procurement requests for replacements, and update asset records in line with UNICEF asset-management procedures.
•Update and maintain partner contact lists, training participant records and consultant rosters to ensure information remains current.
  
3. Operations and Travel Support
•Provide administrative support for travel arrangements for team members, including itinerary preparation and coordination with designated travel and HR focal points.
•Assist with procurement-related processes for office supplies and equipment and help maintain updated inventory records.
  
4. Administrative, Logistics and Event Support
•Provide logistical support for trainings, workshops and meetings, including coordination with vendors, booking venues or meeting rooms, arranging catering, and supporting participant communications.
•Assist in preparing background materials, agendas and attendance lists for events and meetings.
  
5. Knowledge Management & Internal Communication
•Maintain organized digital and physical filing systems to support knowledge sharing and institutional memory.
•Provide administrative and logistical support for onboarding of new staff, interns and consultants.
•Assist colleagues in locating relevant and up-to-date documents within shared digital repositories.
•Draft routine internal communications, such as meeting summaries and administrative updates, using standard formats.
  
6. Digital Support
•Use approved digital tools, including basic AI-enabled and data visualization tools, to support information organization and presentation.
•Maintain digital records in accordance with UNICEF digital workforce and data protection standards.
•Support colleagues in the use of standard digital tools and systems, as required.
•Handle documents responsibly, ensuring confidentiality and compliance with data protection guidelines.
  
7. Emergency Support & Flexibility
•Provide administrative and logistical support during emergencies or surge periods by assisting with task reprioritization as directed.
•Contribute to business continuity by providing back-up administrative support to the office when required.

Minimum requirements and desirables:

Education: Completion of secondary education is required, preferably supplemented by technical or university courses related to the field of work. 
*A bachelor’s degree from a recognized academic institution in a field relevant to the position may replace three years of related work experience.

Work Experience: A minimum of 4 years of relevant administrative or clerical work experience is required.

Skills

• Training and experience using MS Word, Excel, PowerPoint and other UNICEF software such as SharePoint; knowledge of integrated management information systems required. 
• Good knowledge of UNICEF administrative policies and procedures. 
• Organizational, planning and prioritizing skills and abilities. 
• Ability to deal patiently and tactfully with visitors.
• High sense of confidentiality, initiative and good judgment. 
• Ability to work effectively with people of different national and cultural background. 
• Ability to work in a team environment to achieve common goals.

Language Requirements: 

Knowledge of a local language of the duty station (as quechua, aimara, and indigenous or amazonic dialects) is highly desirable considered an asset.  

Fluency in English is desirable. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
