For every child, the right to Health
The DRC has been free of wild poliovirus since November 2015, but it continues to face outbreaks of circulating vaccine-derived polioviruses (cVDPV1 and cVDPV2). Between 2017 and 2025, the country recorded 1,292 variant poliovirus cases, although cases declined sharply from 540 in 2022 to 18 in 2025. In 2026, four cVDPV2 cases were confirmed in Maniema, while the last cVDPV1 case was reported in June 2025.
Despite progress, the DRC remains one of the highest-risk countries for poliovirus in the African region, due to persistent transmission in several provinces and continued weaknesses in routine immunization. Key challenges include limited cold chain capacity, weak stock management, inadequate temperature monitoring, insufficient equipment maintenance, periodic stock-outs, and poor data quality.
In this context, sustained GPEI partner support remains critical to maintain high-quality outbreak response and strengthen routine immunization. UNICEF DRC’s Polio Programme therefore requires dedicated vaccine management capacity to support both emergency response and routine immunization strengthening.
The Vaccine Management and Cold Chain Logistics Specialist will support the Ministry of Health at provincial level to improve vaccine management, cold chain performance, coordination, and capacity building. Under the administrative supervision and technical guidance of the Immunization Supply Chain Manager in Kinshasa, the incumbent will also help strengthen UNICEF’s strategic engagement in provincial immunization and logistics coordination platforms.
How can you make a difference?
The Vaccine Management and Cold Chain Logistics Specialist will ensure effective coordination and implementation of vaccine management and cold chain activities in the supported provinces for routine immunization, supplementary immunization activities, and outbreak response. The post is expected to deliver measurable improvements in vaccine availability, stock management, forecasting, cold chain functionality, temperature monitoring, data quality, campaign waste management and capacity building. Key performance indicators will include reduced stock-out and wastage rates, improved stock record accuracy, timely vaccine distribution, increased functionality of cold chain equipment, improved completeness and timeliness of reporting, and strengthened capacity of provincial EPI teams through training, supervision, and coordination support. The VMCCL Specialist will work under the supervision and technical guidance from the Immunization Supply Chain Manager.

Minimum requirements:
Education: An advanced university degree (master’s level or equivalent) in Public Health, Pharmacy, Health Supply Chain Management, Logistics, Immunization, or relevant field
Work Experience:
- At least [5] years of relevant work experience in public health/immunization, and other health emergencies in developing countries.
- Proven experience in coordinating and managing field teams in the GPEI and other accelerated vaccine-preventable disease initiatives.
- Proven experience in integrated approach (Health, nutrition, wash, SBC, protection)
- Experience in routine immunization and campaigns, experience with nOPV2 campaigns in developing countries.
- Strong experience in vaccine logistics, cold chain optimization, stock management, temperature monitoring, and supportive supervision.
- Relevant experience in a UN system agency or international organizations is considered as an asset.
Language Requirements:
- Fluency in French is required.
- Proficiency in English is required.
- Knowledge of a local language (Swahili, Lingala. etc) is an asset.
