For every child, the right to a Future

As Head of the Enabling Services Pillar of GAO, the incumbent leads the programme planning, monitoring, and evaluation (PME) function across GAO priorities and areas of work, ensuring coherence, clarity, and effective delivery. The role leads planning, monitoring and evaluation across all office workstreams, while ensuring effective management of the operations team. It drives delivery through strong coordination of implementation processes, systematically tracks progress against agreed objectives, and ensures that systems, workflows, and resources are aligned to support efficient, accountable results.

The post is accountable for driving integrated and forward-looking planning, as well as the strategic coordination of GAO activities to support the effective implementation of global priorities—particularly the GCC Reset across all key workstreams. This work is guided by the Office Management Plan and aligned with the UNICEF Strategic Plan and the GCC Reset roadmap. In parallel, the role oversees enabling operational functions to ensure that systems, resources, and processes are efficient, cost-effective, and fit-for-purpose, supporting both day-to-day management and the delivery of programme and humanitarian priorities.

To qualify as a champion for every child you will have… 

Minimum requirements:

  • Education: Master or equivalent (Advanced University Degree) in Business Administration, Public Administration, Business, Development Studies, Economics, Statistics, Business management, Social sciences, Planning, Risk management.
  • Work Experience: At least 8 years of relevant work experience in Planning, Development, Monitoring and Evaluation, Strategic planning, Operations management, Performance management, Program management, Financial management, Risk management, Governance, Compliance management, Reporting oversight, Economics, Management, Social development,
  • Skills: Results-based management, Analytical skills.
  • Language Requirements: Fluency in English is required.

Desirables:

  • Language: Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language
  • Experience in: UN system and processes, Country programme planning considered an asset.
  • Experience in working in international settings or projects and working in social policy and planning will be an asset.
  • Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.

UNICEF appointments are subject to medical clearance.  Issuance of a visa by the host country of the duty station is required for IP positions and will be facilitated by UNICEF. Should you be selected for a position with UNICEF, you either must be inoculated as required or receive a medical exemption from the relevant department of the UN. Otherwise, the selection will be canceled.
