How can you make a difference? 

1. Purpose of the Assignment

The purpose of this assignment is to support the Government of Liberia in strengthening the design, coordination, and implementation of the Ministry of Education’s Back to My Classroom (BTMC) campaign and Digital Learning Platform communications. This will be achieved through the development and execution of structured communication strategies, production of high-quality materials, support for nationwide dissemination, and strengthening the capacity of Ministry of Education teams and partners to deliver consistent, community-driven messaging that improves school participation and supports digital learning adoption.

Basic Objectives of Consultancy:

To design and deliver BTMC communication strategies, content, visibility reporting, and evidence products, while providing comprehensive technical support for digital adaptation (Learning Passport alignment, curriculum digitization—including climate resilience topics and lessons—and school/community delivery) and the launch and operationalization of MoE Radio.

  • Development of the BTMC concepts, Communication, strategy and workplan

  • Conduct of BTMC Reporting, dissemination and advocacy
  • Support to the MoE Digital Learning
  • Support the coordination of the Digital Learning Technical Working Group by facilitating stakeholder alignment, documentation, and follow-up actions.

Component 1: Development of BTMC Communication Strategy and Workplan

 

Deliver a comprehensive B2MC communication strategy outlining the overall vision, goals, priority audiences, core messages, channels, and resource needs to support aligned national and sub‑national communication efforts.

A targeted communication analysis to identify existing communication gaps, risks, opportunities, and behavioral drivers, and use the findings to prioritize strategic communication approaches for effective audience engagement conducted.

A costed communication activity plan detailing budget requirements, resource allocations, and operational considerations to support effective implementation at both national and community levels finalized.

Essential communication assets and monitoring tools, including content calendars, scripts, talking points, multi‑platform content, and a monitoring framework with indicators, tools, and monthly reporting formats to track progress and improvements are produced and operationalized.

Component 2:

Strategic Sector Support at MoE

 

Deliver regular analytical reports assessing education programme effectiveness, system performance trends, and key implementation challenges.

Produce and disseminate strategic memos, evidence briefs, and programme summaries translating analytical findings into actionable information for decision‑makers.

Regularly analyze and document risks, bottlenecks, and opportunities, and produce actionable recommendations to support effective programme implementation and decision‑making.

Support the development of learning documents and system-level reflections based on implementation experience

Regularly analyze and triangulate monitoring data, research outputs, and field insights to inform adaptive decisions and refine programme strategies.

 Component 3:

The development of BTMC communication materials and related assets, as well as capacity building for their use and implementation including the identification of dissemination partners

Develop and deliver high‑quality, user‑friendly communication materials and supporting assets to effectively support and advance the BTMC campaign.

Design and produce print, digital, and social media communication products; develop practical guidance materials; and strengthen the capacity of Ministry of Education (MoE) teams to effectively apply and utilize these resources.

Identify and engage key national and local partners to enable broad dissemination of communication materials, guided by a concise partnership plan with clearly defined roles and coordinated outreach mechanisms.

Deliver targeted orientation or training sessions to build capacity of MoE central, county, and school-level actors.

Component 4:

Implementation of the BTMC Communication Strategy

Establish and coordinate a Communication Taskforce to ensure effective partner alignment, coordination, and systematic documentation.

Develop and deliver coordinated communication implementation plans for government, civil society, and media stakeholders through joint planning and targeted technical support

Plan and organize key national and county‑level advocacy events to enhance visibility, stakeholder engagement, and outreach.

Ensure the coordinated delivery of social mobilization activities at county and sub‑national levels, enabling consistent, community‑driven dissemination of BTMC messages.

Conduct of BTMC Reporting, dissemination and advocacy

 

Structured reporting, dissemination, and advocacy activities to document and promote progress under the Back to My Classroom (BTMC) initiative implemented.

Routine, disaggregated enrolment reports using the joint digital dashboard for national enrolment campaigns generated

Quarterly BTMC progress reports at national and county-level steering committee meetings and key stakeholder forums produced and presented

Consolidated program reports documenting results, lessons learned, and evidence to support accountability, knowledge sharing, and scale-up prepared.

Component 6:

Support to the MoE Digital Learning Platform

 

Deliver a concept note, implementation roadmap, and unified communication approach to align the MoE Digital Learning Platform with the Learning Passport and support increased awareness, uptake, and effective use.

Facilitate coordination and alignment among MoE departments involved in digital learning to ensure consistent messaging, shared understanding, and collaborative implementation.

Produce and roll out targeted communication and visibility materials designed to drive platform awareness, user uptake, and continued engagement across key audiences.

Facilitate effective coordination of the Digital Learning Technical Working Group, ensuring stakeholder alignment, clear documentation of discussions and decisions, and follow‑up on agreed actions.

Regularly evaluate the effectiveness of communication and outreach initiatives and use insights generated to improve messaging strategies and user engagement outcomes.

To qualify as an advocate for every child you will have… 

Education:

  • Advanced university degree (master’s or higher) in Education, Education Planning, Education Policy, Social Sciences, Development Studies, Communication for Development (C4D), Public Policy, or a related field.
  • Specialized training or certification in education outreach, community engagement, communication campaigns, behavior change communication (BCC), social mobilization, or education program management are an asset.

Work Experience (please see details in TOR attached):

  • Minimum of five (5) years of progressively responsible experience in program implementation within the education sector, preferably in basic education, retention and reintegration initiatives, school enrollment campaigns, or community-driven education programs.

Other skills and competencies required (please refer to TOR attached).

Language Proficiency:

  • Fluency in English is required; knowledge of local languages is an advantage.

Selection criteria will be based on qualifications, skills, expertise, and experience in the required field, and the quality of the technical and financial offer. Each application will be assessed first on its technical merits and subsequently on its price.
