TERMS OF REFERENCE
Launched in 2022, the Bangsamoro Education Reform and Development Plan (BERDP) 2035 of the Ministry of Basic, Higher, and Technical Education (MBHTE) is a long-term, comprehensive strategic framework that serves as the first blueprint for transforming the education system in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), grounded in the Bangsamoro Education Code and aligned with the Bangsamoro Organic Law and Sustainable Development Goal 4. It envisions a rights-based, inclusive, and culturally relevant education system that ensures “no child is left behind” and promotes the aspiration of “one professional per Bangsamoro family,” positioning education as a key driver of peace, moral governance, and socio-economic development. Developed through a participatory, evidence-based process with strong support from partners such as UNICEF and UNESCO, BERDP 2035 outlines systemic reforms in access, quality, governance, and data-driven decisionmaking, aiming to create an equitable, resilient, and learner-centered education sector that responds to the unique needs and identity of the Bangsamoro people. However, the full operationalization of BERDP 2035 has been hindered with critical limitations as identified during the series of consultations and discussions UNICEF has conducted with MBHTE and other education partners in BARMM. These limitations are:
• The Plan’s situational analysis uses education data up to 2019 which may not be fully reflective of the realities of the education sector in BARMM.
• The Plan’s Monitoring and Evaluation (M&E) Framework is incomplete: data on baseline and targets are missing.
• The Plan’s Financial Framework requires updating as it may not be aligned with the most recent situation and data of the education sector as well as financial performance and resource availability in the region.
• Coordination mechanisms at different levels (from regional to division office levels) do not exist to monitor the operationalization of the Plan.

Minimum requirements:
Education: Master’s degree in education, Education Management, Public Policy, Monitoring and Evaluation, and related Fields
Work Experience: More than 10 years’ experience in education sector, education financing, education policy development, education monitoring and evaluation
Knowledge/Expertise/Skills: Strong education technical knowledge and skills particularly in basic education.
Expertise in education financing and M&E, and policy development
Facilitation, coordination, and networking skills
Strong analytical and writing skills
Language Requirements: English and Filipino
Desirables With previous engagement with UN agencies such as UNICEF, Department of Education (DepEd), government agencies; knowledge and experience of BARMM context including the island provinces
