How can you make a difference?

Cambodia has invested significantly in national nutrition guidelines, learning packages, training systems and capacity strengthening initiatives across Maternal, Infant and Young Child Nutrition (MIYCN), Integrated Management of Acute Malnutrition (IMAM), Growth Monitoring and Promotion (GMP), maternal nutrition including Multiple Micronutrient Supplementation (MMS), community nutrition, nutrition information systems and other priority programme areas. As implementation expands under the Child Nutrition Fund (CNF) Multi-Year Partnership Framework and the wider National Nutrition Programme (NNP), sustained capacity is required not only to update and deliver learning activities, but also to strengthen implementation quality, workplace application, supportive supervision, and the systematic use of programme data, research and evidence for decision-making.

UNICEF is seeking a national consultant to provide embedded technical and implementation support to the Ministry of Health's National Nutrition Programme for one year. The consultant will work closely with NNP under the technical leadership of the NNP Head, with UNICEF providing contract management and coordination support. The consultancy will strengthen NNP's capacity to plan and coordinate nutrition capacity strengthening; translate national technical guidance into effective, practical and accessible learning approaches; support implementation, coaching and supportive supervision; and strengthen NNP's capacity to review, interpret and use research, evidence and programme data to improve implementation. The consultant will provide capacity strengthening, methodological, analytical and implementation support, with the objective of progressively strengthening national ownership and reducing dependence on external technical assistance.

Minimum requirements: |(Qualifications/Experience/ Knowledge/Expertise/Skills)

• Education: Advanced university degree (Master’s level or higher) in Adult Education, Education, Organisational Learning, Human Resource Development, Public Health, Nutrition, Health Systems, Medical Education, Nursing Education, Health Professional Education, Workforce Development, Capacity Development, or a related field.
• Work Experience:
• Minimum 7 years of progressively responsible professional experience in capacity strengthening, adult learning, instructional design, programme implementation support, facilitation, coaching, mentoring, supportive supervision, learning quality improvement, or related fields.
• Demonstrated experience designing, adapting, delivering and strengthening learning/capacity development programmes in health, nutrition or related sectors.
• Demonstrated experience working with government institutions, national programmes or Ministry-led systems, including sub-national implementation support.
• Experience strengthening trainer/facilitator capacity and practical or competency-oriented learning approaches.
• Experience supporting coaching, mentoring, supportive supervision or workplace learning.
• Demonstrated ability to review, interpret and use programme data, research or evidence for programme improvement.
• Experience supporting research review, operational/implementation research, programme evaluation, or mixed quantitative and qualitative analysis is required.
• Language Requirements: Fluency in Khmer and English is required, with strong written and verbal communication skills in both languages.
• Knowledge/Expertise/Skills:
• Strong knowledge of adult learning and participatory learning methodologies.
• Strong instructional design, facilitation and learning-quality improvement skills.
• Knowledge of coaching, mentoring, supportive supervision and workplace learning approaches.
• Understanding of government health systems and institutional capacity strengthening.
• Ability to assess research proposals/protocols and translate evidence and routine programme data into practical programme recommendations.
• Strong planning, coordination, analytical, facilitation and report-writing skills.
• Desirables:
• Experience supporting nutrition, maternal and child health or primary health care programmes.
• Experience supporting Ministry of Health systems in Cambodia.
• Experience updating learning materials to reflect revised national guidelines or clinical protocols.
• Familiarity with Cambodia's health system and National Nutrition Programme context.
