                                                                         TERMS OF REFERENCE
In cooperation with the MOHMI Working Group and designated technical experts, the consultant will provide technical support to strengthen the PHC policy and standards framework, with particular focus on home visiting.
The scope of the consultancy will cover five interrelated areas: (1) review and strengthening of the existing PHC regulatory framework; (2) development and alignment of workforce roles and job descriptions; (3) revision and strengthening of home visiting standards and implementation tools; (4) technical consultation and validation of the proposed policy and standards; and (5) consolidation and finalization of the policy and standards package.

The consultancy will result in a clear package of updated policy and regulatory provisions, workforce job descriptions, home visiting standards and practical implementation tools, together with recommendations to support their implementation and dissemination.

                                                                 Minimum Qualification required:
Education
Bachelors degree in medicine, public health, health systems management, nursing, pediatrics, or a related health or social sciences field.
A medical degree and/or postgraduate qualification in pediatrics, public health, primary health care, health systems, or maternal, newborn and child health would be an advantage.
Work experience
•Minimum of 5 years of relevant professional experience in primary health care, health systems strengthening, health policy and planning, or development of standards and guidelines;
Knowledge/Expertise/Skills
•Demonstrated experience in the development, review, revision, updating, and/or harmonization of health policies, standards, manuals, protocols, clinical guidelines, and other normative documents, preferably related to primary health care and health service delivery
•Strong analytical, report-writing and development evidence-based recommendations.
•Demonstrated experience in the Europe and Central Asia region as a strong asset
Language Requirements
•Excellent command of English, both oral and written; working command of Russian or Turkmen is a strong asset.
Desirables
Experience in working with ministries of health, international organizations, or development partners in the Region or countries with similar health system contexts
