The purpose of this assignment is to strengthen the national capacity of government institutions and higher education establishments in Belarus to understand, apply, and advocate for the Social and Behavior Change (SBC) approach within their respective mandates. Through a two-day training, the assignment aims to introduce key SBC concepts, build practical skills in behaviorally informed planning and communication, and foster critical reflection on the limitations of traditional approaches such as propaganda, information dissemination, and prevention work.
Bangladesh is now preparing to apply for the Global Partnership for Education (GPE) System Transformation Grant (STG)—an allocation of up to USD 48.85 million—to support the identified priority reform. A TA Multi-Country (MC) Evaluation Specialist post, located in the MENA Regional Office, will temporarily provide oversight, support, guidance and technical assistance to the small and medium-size MENA Country Offices, on evaluation conduct and on the evaluation function. Additionally, the TA MC Evaluation Specialist post will contribute to the coordination of evaluation in the MENA region and will manage evaluations commissioned by the MENA Regional Office. A major part of the regional evaluations is the preparation and management of Country Programme Evaluations.
The consultant will support the Bangladesh Country Office in developing a theoretical framework for the CCRI-DRM model, facilitating the identification of indicator data sets and the construction of the CCRI_DRM index indicators and model in collaboration with government line ministries, and the preparation of tools, procedures, and documentations for the development of the CCRI-DRM. Once risk is understood and informed by data, high level sectoral briefs shall be prepared to inform sector priorities for the mainstreaming of climate resilience and mitigation/adaptation investments in Bangladesh.
Under the supervision of the Deputy Representative - Programmes and in close collaboration with the Chief PME, the consultant will support the planning and development process consisting of – i) programme strategizing and ii) and development and finalization of all CPD-related documents.
This consultancy will therefore be expected to engage with each sector to ensure new priorities, new data and evidence, programme repositioning, and shifts are adequately captured in the new Programme Rationale, which should also benefit from line-ministry consultation and involvement (to be facilitated by the Programme Section Chiefs).
The services of an experienced and qualified consultant are expected to facilitate processes of strategic reflections, prioritization, development of theories of change, articulation of programme rationale and structure, consultation with relevant stakeholders, and drafting of the next country programme document and its annexes.

Specifically, the incumbent will contribute to generating evidence from implementation research embedded in Health programmes to improve coverage and equity in priority countries (e.g., highest child death numbers and rates’ countries, Gavi, GFF, Global Fund). The incumbent will also produce knowledge products from findings from the implementation research projects and deliver capacity building activities within countries in the designated region or regions, within both UNICEF and partners on the methodology and approach to undertake embedded implementation research that leads to timely improvements in programme delivery of MNCAH services.
