UNICEF Office for Croatia is looking for a Consultant/Lead Expert to join our team and provide technical support in all stages of the project “Strengthening the Implementation, Monitoring and Evaluation Framework of the National Action Plan to implement the EU Council's recommendations on establishing the European Child Guarantee (NAP CG)”, as the Croatian national component of the multi-country project supported by and in partnership with the European Commission - SG Reform, Technical Support Instrument (TSI). Under the overall coordination, management and technical guidance of UNICEF staff, the consultant is expected to provide expert advice and inputs, and coordination support services to achieve more effective planning, coordination, and monitoring of the implementation of all measures and activities planned by the national action plan for the implementation of the European Child Guarantee (NAP CG). The national consultant will be helping the MoES and its affiliated institutions to develop a framework for CBE learning materials, develop sample units for selected subjects and grades, and design a financial model to support a sustainable approach to CBE learning materials.

The evaluation will assess whether the VII pooled procurement mechanism is achieving the intended cohesiveness, efficiencies, and complementarities within UNICEF Pacific Island countries and territories (PICTs), and whether all efforts are positioned to advance the goal for every child to survive and thrive, with access to nutritious diets, quality health care, nurturing practices and essential supplies. The consultancy is for 140 working days divided between the three consultants, spread over a 5-month period. Contracts will be issued on an individual basis.

Fundraising activities will be conducted in Zagreb and Rijeka as well as in cities across the country with mobile teams. To reach our fundraising targets, a team of 35 - 50 Fundraisers is required continuously.
