UNICEF Nepal is fully committed to improving its systems and takes leadership role in addressing outstanding challenges that exacerbate SEA of the vulnerable populations. Over the years, UNICEF Nepal has taken several steps to strengthen its internal prevention, reporting and response capacity through several interventions including designating main PSEA Focal Points at the Country Office, ensuring completion of the mandatory online training during onboarding, conducting regular refresher PSEA training sessions for all UNICEF personnel. The Country Office has been screening Implementing Partners through PSEA Assessment prior to signing Programme Cooperation Agreements (PCAs) and Programme Documents (PDs) and supporting them to implement Capacity Strengthening Implementation Plans. UNICEF has also been engaging with the UN Country Team (UNCT) and the Inter-Agency PSEA Working Group to promote collective accountability on PSEA.
In 2024, the Country Office (NCO) expanded the PSEA Focal Point system to all the Field Offices and across all Sections. The expansion has helped to scale up and strengthen office-wide implementation of PSEA. The Focal Points have been capacitated through an intensive Training of Trainers (ToT) and meet every month to support operationalization of the NCO PSEA Action Plan.
Purpose of the Assignment:
The purpose of this consultancy is to provide guidance and technical support on strengthening the PSEA processes in NCO aligned with PSEA global guidelines, standards and tools, and to support implementation of PSEA action plan. The consultant will work closely with all sections in NCO, PSEA Foal Points, partners to strengthen prevention, reporting, and accountability to survivors.
Scope of Work
Under the direct supervision of the Chief Planning and Monitoring, and oversight of PSEA Advisory Task Force, the consultant is expected to work closely with NCO’s PSEA Focal Points in supporting of the following tasks:
1. Provide technical support in implementation of NCO’s PSEA Action Plan for 2025 and its monitoring.
2. Design and deliver capacity building modules for UNICEF personnel, implementing partners, and other relevant stakeholders on identification, reporting and victims’ support aligning it with the global guidance.
3. Provide quality assurance to implementing partners PSEA assessment and support development of capacity strengthening implementation plan (CSIP), provide technical support to implement the CSIP as required.
4. In collaboration with UNICEF sections, support implementing partners to ensure PSEA policies and structures are aligned with standards and requirements as per UNICEF PSEA Implementing Partners Procedures and the UN Protocol.
5. Support development of PSEA tools including SOPs, guidance notes, and checklists.
6. Provide technical review of Programme Documents and other programme and operational documentation to ensure inclusion and adherence to PSEA requirements in all such documents.
7. Support UNICEF partners to scale up community awareness raising on PSEA across all sectors including development of IEC materials.
8. Contribute to strengthening inter-sectoral contribution to prevention and response to SEA and enhance the capacity of UNICEF PSEA Focal Points to lead PSEA activities in their sections/field offices.
9. Institutionalize PSEA efforts within programmes by establishing systems and mechanisms to monitor implementation, identify potential challenges and solutions to address issues related to gender and cultural norms.
10. Support to set up and/or strengthen community-based complaints mechanism for identification and reporting of SEA cases.
11. Provide technical support to UNICEF staff and implementing partners to strengthen internal reporting procedures and timely reporting of any SEA incidents to UNICEF.
12. Support knowledge management efforts on PSEA, including maintenance and support of a repository of tools and other documentation.
Duration of the Contract: The total duration of the assignment is for 130 days within a period of 8 months starting from 01 May 2025.
Deliverables for the Assignment:
1st Deliverable by end June 2025 (40 working days)
- Submission of report on the status of PSEA implementation
- Submission of the PSEA capacity modules (presentations in English and Nepali including trainers note) and training reports
2nd Deliverable by end August 2025 (30 working days)
- Submission of quarterly based report on PSEA training to implementing partners
- Submission of PSEA related toots (To be determined)
- Submission of quarterly based report on the number of implementing partners’ PSEA quality assurance completion
3rd Deliverable by end October 2025 (30 working days)
- Submission of quarterly report on the development and implementation of CSIP
- Develop a community-based mechanism framework and support its establishment and/or strengthening
Final Deliverable by end December 2025 (30 working days)
- Update and maintain repository of tools and other documentation.
- Submission of IEC materials on PSEA including the number of awareness raising events conducted.

To qualify as an advocate for every child you will have…
Education:
- An advanced university degree in one of the following fields is required: international development, human rights, gender, psychology, sociology, international law, public policy, or another relevant social science field
- A minimum of 8 years of professional experience in design, implementation and management of protection or GBV programming and PSEA actions, preferably with the UN and/or international NGO.
Work experience:
- Familiarity with the latest developments in PSEA, inter-agency PSEA responses and humanitarian cluster systems.
- Excellent communication skills. Proven ability to work independently under stressful conditions and with good coordination with all partners.
- Excellent facilitation, training, networking and advocacy skills.
- Demonstrated ability to work in a multicultural environment and establish harmonious and effective relationships
- Proven knowledge and understanding of the Nepal context
- Knowledge of UN systems programming is an advantage
- Excellent management, interpersonal, planning and coordination skills
