Purpose of Activity/Assignment:
The purpose of this consultancy is to:
- Develop training materials for an in-service training course on investigation of criminal cases concerning technology facilitated violence against children.
- Conduct the Training of Trainers for teaching staff of the Law Enforcement Academy to deliver an in-service training course.
Scope of Work:
The international consultant will perform the following tasks:
- Identify training needs of investigators in the investigation of crimes of technology facilitated violence against children.
- Develop modules for an in-service training course on investigation of crimes for investigators.
- Conduct the Training of Trainers for teaching staff of the Law Enforcement Academy to deliver an in-service training course.
Work Assignments Overview - Deliverables/Outputs - Timeline
1. Design a training needs assessment for the Law Enforcement Academy, including through a desk review and focus group discussions (FGD) - FGD questionnaires (one for teaching staff of the Law Enforcement Academy and one for investigators of the bodies of internal affairs) developed in English and shared with UNICEF and the Law Enforcement Academy for review - 2 days home-based by May 29th, 2025
2. Conduct the training needs assessment and prepare a report with findings and recommendations - Brief report with findings and recommendations based on the desk review and FGDs with the teaching staff of the Law Enforcement Academy and 5-6 current investigators of the bodies of internal affairs - 2 days home-based by June 1st, 2025
3. Design training materials for an in-service training course -15 lectures (30 hrs) and 15 practical workshops (30 hrs)1 on 15 topics -
Training materials consisting of learners’ materials; the facilitator’s guide; PPTs; test for each module/topic; handouts) - 15 days home based by June 15th, 2025
4. Conduct Training of Trainers for the teaching staff of the Law Enforcement Academy based on the developed training materials -
PPTs; handouts, pre- and post-test for TOT - 1 day for preparation home-based and 3 days for the Training of Trainers in country by July 15th,2025
5. Deliver a presentation on the topics related to investigation of technology facilitated violence against children during the International Conference organized by the Law Enforcement Academy - PPT - 1 day home-based in June 2025
Final consultancy report - 1 day home-based in July 2025
International travel is required.
Please submit a professional fee (in USD) to undertake this assignment, without travel fees as this will be reimbursed as and when they take place.
To qualify as an advocate for every child you will have…
- An advanced university degree in Law and other Social Sciences.
- At least 10 years of practical experience, including international, in the field of criminology, child protection, child justice and investigation of criminal cases concerning technology-facilitated violence against children.
- Knowledge of international standards concerning child rights, child protection and child justice.
- Experience in developing training programs/modules for justice professionals related to child protection and justice for children and investigation of cases concerning technology-facilitated violence against children.
- Experience in conducting trainings for justice professionals related to child protection and justice for children, especially on investigation of crimes against children.
- Excellent communication skills in English.
- Previous work experience with UNICEF highly desirable.
- Knowledge of Russian is an asset.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
