BACKGROUND
Purpose of Activity/ Assignment:
To ensure a mechanism for CIS strategic priorities monitoring and data analysis is well established and maintained to provide the evidence for advocacy, technical support and timely decision making.
Scope of Work:
Background:
To strengthen immunization and ensure equitable access to vaccines for all populations, Africa CDC is working closely with the African Union Commission (AUC), Gavi, and other partners to develop and implement a comprehensive, coordinated Continental Immunization Strategy (CIS). This strategy is aligned with and influenced by the endorsement of the Addis Ababa Declaration on Immunization (ADI) by African Union Member States in 2017, which aims to enhance vaccine access and strengthen immunization systems. A monitoring and accountability framework is an integral part of the CIS, ensuring effective implementation. The assignment will be guided by the CIS roadmap and a monitoring and accountability framework and the PHC Center’ s immunization-related activities. Based on Africa CDC – UNICEF Expanded Partnership Framework (2024-2027) and its Joint Action Plan (JAP), UNICEF has a commitment to support immunization systems strengthening to prevent & respond to public health emergencies. This commitment includes provision of technical and financial support across the programmatic and operational areas of immunization.
The purpose of this assignment is to analyse immunization data, develop and maintain a platform for monitoring CIS implementation and overall PHC Center’ support to immunization programmes across countries.
The assignment entails:
1- Development of a dashboard for monitoring the CIS:
- Review publicly available immunization dashboards to collate information, assess gaps and inform the development of the Africa CDC CIS dashboard.
- Using monitoring metrics developed at the CIS consultative meetings, develop key performance indicators in consultation with the Senior Advisor Health at Africa CDC and other relevant staff members.
- Design and develop interactive dashboards to monitor key performance indicators (KPIs) for the CIS, and ensure dashboards are user-friendly and accessible to stakeholders.
2- Data Collection and Analysis and Reporting:
- Collaborate with relevant teams in Africa CDC to ensure that the CIS monitoring platform respects data-sharing agreements and industry standards including data security and protection.
- Establish data collection methodologies and tools in consultation with the Senior Advisor Health at Africa CDC, the M&E directorate at Africa CDC and other relevant teams.
- Collect, correct and collate inputs from member states, ensuring validation before publishing on the dashboard; this should include supply chain management relevant to CIS accountability and aligned with Outcome-2 of the JAP (Stock management (Thrive360), last mile delivery, EVM analysis, Waste management assessment, Health facility solarization, and cold chain deployment)
- Analyze data to identify trends and gaps and provide interpretations and recommendations for improvement at continental/regional/country levels.
- Generate regular (monthly/Quarterly) reports on the progress of CIS implementation and immunization activities, and advocacy products based on data analysis.
3- Capacity Building on data analytics, interpretation and visualization:
- Train relevant stakeholders and member states on the use of monitoring dashboards and data interpretation.
- Provide technical advice and support to member states for data analytics, interpretation and visualization.
4- Collection of information on Africa CDC, AUC, Gavi, and other partners’ monitoring platform relevant to CIS :
- Provide information to ensure alignment with the CIS M&E framework and monitoring platform.
- Facilitate and participate in meetings and workshops and provide technical guidance on CIS metrics.
5- Reporting
- Develop an inception report, inclusive of a workplan for the duration of the consultancy.
- Provide periodic progress reports to the Senior Advisor Health at Africa CDC and for management use.
- Prepare an end of assignment report and submit it to the Senior Advisor Health at Africa CDC.
The consultant will be supervised by the Senior Advisor Health- Immunization O/P Africa CDC. The Senior Advisor will ensure alignment with Africa CDC PHC center director.

Qualifications
Education:
Advanced university degree in at least one of the following fields: public health, Geospatial technologies, monitoring and evaluation.
Additional years of qualifying experience may be accepted in lieu of a university degree.
Work experience:
Knowledge/Expertise/Skills required:
The candidate will have a strong background in the following:
- At least 8 years of progressively responsible professional work experience at the national and international levels in East and Africa Region.
- Analysis of large data sets and provision of programmatic guidance for utilization of evidence for immunization, PHE and humanitarian response programmes
- Geospatial analysis, development and utilization of applications and dashboards and other forms of visualization of large data for public health use
- Capacity building in data analytics and utilization including geospatial analysis in the fields of immunization (including polio and vaccine management), public health emergencies, and humanitarian response.
- Proven experience in creating dashboards, infographics using a range of applications including Adobe package, PowerBi, Tableau and others.
- Experience in organizing and implementing capacity building, with a trainer certification in one of the related fields is an asset.
- Excellent communication skills documented with proof or at least 2 peer-reviewed publications.
- Experience in working with UNICEF, other UN agencies and international organizations is an asset.

U.S. Visa information:
With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.
