In Tajikistan, UNICEF is committed to advancing the well-being of children and adolescents through equity-focused planning, monitoring, and evaluation. As the Country Office enters a critical planning process, there is an urgent need to strengthen data analysis, visualization, and evidence-based decision-making. This includes updating the Data Warehouse and conducting a refreshed Equity Analysis to inform strategic priorities. To meet these demands, the PME unit seeks temporary consultancy support with expertise in data analysis, ability to work with data collection platform Activity Info and analysis tool Power BI.
Additionally, the CEED unit requires targeted support with data and analysis to enhance its planning and programming. A dedicated technical expert is essential to ensure timely, high-quality outputs in this high-intensity period.

The primary purpose of this consultancy is to provide temporary technical support to the Planning, Monitoring, and Evaluation (PME) unit of UNICEF Tajikistan, with the aim of significantly strengthening its planning, monitoring, and reporting processes. The consultancy will focus on several key areas:
➢ Support with CPD development process
➢ Support with updating Equity Analysis data
➢ Support with updating existing information in Data Warehouse document and adding missing information (ECD/ECI, including Homevisiting)
➢Support in utilization of climate related data (CCRI, CLAC etc.)
➢Other data related support to PME/CEED
 
DESCRIPTION OF THE ASSIGNMENT:
 
1. Support with the CPD Planning Process. The consultant will provide support to the Country Office during the Country Programme Document (CPD) planning process. This includes contributing to the development of results frameworks, theory of change, and strategic priorities based on updated evidence and equity analysis. The consultant will assist in synthesizing data from multiple sources—including the updated SitAn, Data Warehouse, recent evaluations, and sectoral assessments—to inform decision-making and ensure alignment with UNICEF’s global and regional priorities.
 
2. Update Data Warehouse and Equity Analysis with the most recent data. The consultant will be responsible for updating UNICEF Tajikistan’s Data Warehouse to ensure it reflects the most recent and relevant datasets across sectors. This includes integrating newly available administrative, survey, and programmatic data, ensuring consistency, accuracy, and alignment with global and country-specific indicators. The consultant will also conduct a refreshed Equity Analysis using updated data to identify disparities in child outcomes across geographic, socio-economic, and demographic dimensions. This analysis will inform strategic planning, resource allocation, and prioritization of interventions during the upcoming planning cycle. The task requires strong technical skills in data management, statistical analysis, and visualization, as well as familiarity with UNICEF’s equity-focused programming approach.
 
3. Support with Climate and DRR related data. The consultant will support the Country Office in strengthening the use of climate and DRR-related data for planning, monitoring, and decision-making. A key component of this work involves utilizing climate-related evidence generated through initiatives such as the Climate Landscape Analysis for Children (CLAC), the Child-Centered Risk Index (CCRI), and recent Evidence Synthesis exercises. These resources provide critical insights into how climate change and disaster risks affect children’s well-being, especially among the most vulnerable populations. The consultant will analyze and translate these findings into actionable inputs for strategic planning and programming.

To qualify as an advocate for every child you will have… 

  • Education: University degree in Statistics, Economics, Data Science, Monitoring and Evaluation, Social Sciences, or a related field.
    An advanced university degree (Master's or higher) in a relevant discipline is an asset.
  • Work Experience: At least 2 years of relevant work experience in monitoring and evaluation, statistics, preferably in an international development context. Proficiency in data analysis software (e.g., Stata, SPSS) and data visualization tools (e.g., Power BI). Proficiency in research and data collection methods is required to gather and analyse data on socio-economic indicators. 
  • Skills: Teamwork and collaboration (being able to work collaboratively within a team and with diverse groups of people). Ability to manage time efficiently and meet deadlines.
  • Language Requirements: Proficiency in English and fluency in Russian/Tajik languages.
