BACKGROUND
Purpose of Activity/ Assignment:
As UNICEF develops and delivers its next Strategic Plan (2026-2029), deep strength in strategic Planning, Monitoring, Data and Analytics (PMDA) at all levels of the organization will be vital to focusing our strategies to drive high level results, and to advocate with member state institutions to reach impact at scale. As outlined in the PMDA Vision, the establishment of robust data and evidence ecosystems - leveraging digital technologies and tools - is a core pillar of the UN 2.0 Quintet of Change and, in collaboration with other functional areas, serves as a catalyst for system-wide transformation and enhanced impact.
Within PMDA, the Monitoring function plays a pivotal role in promoting transparency and enabling timely, evidence-based decision-making across the systems, structures, and processes of governments, UNICEF, and its partners. A cornerstone of this strategic effort is the Global Monitoring Framework (GMF), which provides a streamlined and integrated results and indicator architecture aligned with UNICEF’s vision of PMDA as a core strategic function. The GMF reinforces UNICEF’s leadership in advancing system-wide coherence, accountability, and results-based management. Through the provision of critical support for the operationalization of the GMF through corporate tools and systems, this consultancy will play an integral role in its effective implementation across all levels of the organization.
This consultancy will be responsible for maintaining and aligning the GMF indicator architecture to support the design and refinement of systems, workflows, and processes, while also developing analytical products that facilitate the effective use of GMF data by Country Offices (COs), Regional Offices (ROs), and Headquarters (HQ). The consultant will also contribute to the successful delivery of both the annual planning and reporting cycle and the quadrennial strategic planning cycle through corporate PMR systems, thereby advancing UNICEF’s strategic objectives and organizational effectiveness.
The consultancy will be supervised by the Programme Manager of the OSE Monitoring and Results Management Unit and will work in close coordination with other units, divisions, and offices, especially the Organizational Performance and Systems Unit, the Strategic Planning and Analytics Unit, the Digital Impact Division, and UNICEF’s global SIGNAL Monitoring Technical Team
Scope of Work:
The consultant will support the Monitoring and Results Management Unit on the following:
1. Systems Integration and Architecture
- Support technical integration of the GMF within UNICEF’s enterprise systems and platforms (including RAM and RAM replacement).
- Ensure alignment of GMF indicators with existing/upcoming data repositories, dashboards, and reporting tools.
2. Support to End-Year Reporting (EYR) Processes
- Provide technical support to the annual end-year reporting cycles and Baseline, Milestone, Target (BMT) data collection exercise, ensuring GMF data is accurately captured, processed, and reflected in corporate reporting outputs.
- Collaborate with COs and ROs to troubleshoot system-related issues, provide guidance on GMF data entry and validation, and ensure timely submission of quality data.
3. Indicator Management and Data Workflows

- Support maintenance and alignment of the GMF indicator architecture with PMR systems, ensuring consistency, relevance, and usability.
- Design and optimize workflows and processes for data collection, validation, and reporting across COs, ROs, and HQ.
4. Technical Product Development

- Support development of user-centric products (e.g., templates, dashboards, guidance materials) to facilitate the effective use of GMF data, in collaboration with key OSE units and divisions.
- Enhance accessibility and usability of GMF data for planning, monitoring, reporting, and quality assurance purposes.
5. Stakeholder Engagement and Capacity Support

- Support collaboration with internal stakeholders to ensure system coherence and interoperability.
- Provide capacity development and guidance to COs, ROs, and HQ teams on GMF-related systems and processes.

Qualifications
Education:
Advanced University degree in
Statistics, Management, Economics, Development, Sciences, Public Health, Education, or similar relevant discipline
Knowledge/Expertise/Skills required *:
At least 5-7 years of experience in the development and use of programme performance indicators is required
2. At least 5-7 years of experience and skills in the development and use of Power BI/Tableau dashboards is required
3. Demonstrated experience in analyzing, compiling, and presenting data by integrating multiple data sources (e.g., VISION, CSIs, and other UNICEF administrative datasets).
4. Experience in user support for ICT systems is an advantage
5. Existing knowledge of UNICEF monitoring and evaluation frameworks, including Global Monitoring Framework, is an advantage

- Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.
U.S. Visa information:
With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.
