                                                         TERMS OF REFERENCE

The objectives of this assignment for the Procurement Expert (hereinafter — the Expert) are to provide adequate procurement support for the implementation of the Project “Restoration of Water Supply and Sanitation in Ukraine” in accordance with the Financial Agreement (FI No. 93368, Serapis No. 2021-0112), the requirements of Ukrainian legislation, regulatory acts of the Cabinet of Ministers of Ukraine, orders of the Ministry for Development, rules and procedures of the European Investment Bank (EIB), requirements of the European Commission regarding grant co-financing, as well as the provisions of the Project Operational Manual.

The Expert will provide procurement support for the activities of the PMSU, in particular in terms of developing procurement documentation, reviewing tender dossiers, supporting subproject procurement procedures, monitoring contract implementation, and ensuring compliance with EIB procurement rules throughout the Project cycle.

Minimum requirements:

  • Education: Master’s degree in Economics, Law, Finance, Public Administration or related field
  • Work Experience:
    • At least 3 years of experience in management of public procurement and procurement under IFI rules (experience with EIB will be an advantage);
    • Experience in development of tender documentation under IFI rules;
    • Knowledge of EIB procurement rules and procedures;
    • Experience in procurement planning and contract management;
  • Language Requirements:
    • Knowledge of Ukrainian public procurement legislation;
    • Fluency in Ukrainian; sufficient command of English (for working with EIB documentation).
  • Desirables:
    • Experience working on EIB-financed or other IFI-financed infrastructure projects;
    • Experience with procurement of works contracts in the water/municipal sector;
    • Knowledge of FIDIC contract conditions;
    • Experience providing training/capacity building on procurement.
