UNICEF is seeking a consultant to support the Ministry of Women’s Empowerment and Child Protection (MOWECP) in strengthening the quality and accessibility of sustainable integrated protection services for women and children in Indonesia.

 

How can you make a difference? 

Under direct supervision from Child Protection Specialist, Jakarta, the Consultant should deliver the following scope of work:

  1. Support MOWECP in the overall strengthening of the integrated protection services for women and children (UPTDPPA) including the development of assessment tools in compliance to the national service standards (MOWECP’s Regulation Number 02/2022).
  2. Support capacity building of the social service workforce in line with the Law on Social Work and design mechanism for compliance of child protection servicers to Prevention of Sexual Abuse and Exploitation (PSEA) and Child Safeguarding and responsive to climate change.
  3. Support the development of the design, curriculum and training materials for the implementation of Education and Training for Prevention and Response to Sexual Violence Crime as stipulated under Presidential Decree Number 9/2024 particularly for government service providers and community-based service providers.
  4. Provide technical assistance on the overall strengthening of MOWECP’s SIMFONI PPA with Primero ensuring the alignment of configuration with the national service standards.

 

To qualify as an advocate for every child you will have… 

  • Advanced University Degree in social work, psychology, or related field.
  • At least 5 years of working experience in service delivery relevant to social welfare, child protection or related field. Practical experience on child protection case management, is an asset.
  • Extensive technical and practical expertise on capacity building; good communication and facilitation skill an asset.
  • Demonstrated understanding of government functions to social work reform and child protection and relevant legal framework.
  • Knowledge on monitoring and evaluation including information management system for child protection.
  • Strong analytical and writing skills in English.
  • Fluency in English and Bahasa Indonesia.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
